공공대출보상제도의 논의를 위한 해외사례 연구

A Study on the Overseas Cases for the Discussion of Public Lending Light(PLR)

본 연구는 공공대출보상제도의 해외 사례를 비교 분석한 후에 국내 도입에 있어 시사점을 제시하고자 한다. 이를 위해 공공대출보상제도를 실시하고 있는 총 34개국의 비교분석과 아시아권에서 최초로 시범실시를 하고 있는 대만의 사례를 살펴보았다. 공공대출보상제도의 실시 운영을 위해 고려해야 하는 항목으로 근거법, 보상자료, 보상대상, 운영기관, 보상금 등을 파악했다. 해외사례 분석을 통해 다음 3가지의 시사점을 들 수 있다. 첫째 공공대출보상제도의 근거법은 각 국가의 상황에 따라서 고민을 해야 한다. 둘째, 공공대출보상제도를 실시할 경우에 고려해야 할 항목으로는 보상대상 자료의 범위, 보상대상자, 보상금 산정방법, 관리주체 등을 해결해야 한다. 셋째, 국내에 제도 도입 시 가장 문제가 되는 것은 각 이해당사자간의 이견의 해결이 중요하다. 이해당사자인 저작자-출판사-도서관의 건전한 출판생태계를 위해서는 사회적 협의체를 구성하여 논의와 조율을 해 나갈 필요가 있다.

This study aims to present problems in introducing the PLR in Korea after comparing and analyzing overseas cases. To this end, we analyzed the literature of 34 countries that are implementing the public loan compensation system and the cases of Taiwan, which is the first demonstration in Asia. The items to be considered for the implementation and operation of the PLR were the ground law, compensation data, compensation target, operating agency, and compensation. The following three implications are presented through the analysis of overseas cases. First, the ground law of the PLR should be discussed according to the situation of each country. Third, the most problematic thing when introducing the system in Korea is the solution of differences between stakeholders. For a healthy publishing ecosystem of authors, publishers and libraries, which are interested parties, it is necessary to organize a social consultative body to discuss and coordinate.
