최근의 팬데믹 상황은 모든 분야에서의 디지털 전환을 촉진하였다. 가속화된 디지털 전환은 생활의 편리성을 향상한 한편, 위기 상황 발생 시 예상되는 파급효과의 다양성과 심각성도 그에 비례해 커지고 있다. 본 연구에서는 교육행정정보시스템(NEIS)의 마비 및 정보 유출이라는 극단적인 위기상황을 교육 부문의 X이벤트로 가정하였다. 이에 유사 사례에 대한 통시적인 조사를 통해 X이벤트의 촉발 요인을 예상하였다. 이어서 퓨처스 휠 기법을 적용하여 파급효과를 분석하였다. 그 결과 학교생활기록부 및 학교생활통지표 작성, 기안 및 결재, 교육기관 간 소통과 협업, 민원서류 발급 등에서의 불편함, 개인 정보 유출과 이로 인한 국가 교육의 질 하락이 전망되었다. 나이스와 관련된 X이벤트를 대비하기 위해서는 백업 시스템을 보완하고 블록체인 기술을 통해 보안성을 강화할 수 있을 것이다. 또한 관계 부처 공동의 비상 매뉴얼을 구축하고 학교 관리자 중심으로 보급하여 위기에 선제적으로 대응할 수 있다. 본 연구에서의 논의가 교육 현장에서의 극단적인 위기상황을 효율적으로 대응하기 위한 기초 자료로 활용될 것을 기대한다.
The recent pandemic situation has facilitated digital transformation in all areas. While accelerated digital transformation improves the convenience of life, the diversity and severity of the ripple effects expected in a crisis are increasing. In this study, the paralysis and information leakage of the National Education Information System(NEIS) was assumed as an X-Event. Accordingly, the triggering factors of the X-Event were expected through an investigation of similar cases. Subsequently, the ripple effects were analyzed by applying the Futures wheel technique. As a result, inconvenience in the preparation of school records and school life communication indicators, draft and approval, communication and cooperation between educational institutions, issuance of civil affair documents, and leakage of personal information are expected. In order to prepare for X-Events related with NEIS, the backup system should be supplemented, and security can be enhanced through blockchain technology. In addition, it is possible to preemptively respond to crises by establishing a emergency manual for related ministries and distributing to schools. It is expected that the discussions in this study will be used as basic data to efficiently respond to extreme crisis situations in the educational field.
