노자 정치사상의 사회정책적 함의

Implications of Laozi’s political thoughts from the standpoint of Social Policy

본 연구의 목적은 노자 정치사상 내용의 범주화와 그것에 상응하는 사회정책 제 차원의 설정을 통해연구 틀을 모색하고, 그 연구 틀에 의해 그 사상의 내용을 이해하고, 그것이 어떠한 사회정책적함의를 가지는 가를 파악하는데 두었다. 본 연구를 통해 확인된 노자 정치사상의 사회정책적 함의는다음과 같다. 첫째, 노자 정치사상은 사회정책의 기본적인 가치 중 인간존엄성과 사회연대 의식 및사회정책의 상대적 가치 중 자유를 공유하고 있다. 둘째, 노자 정치사상은 사회정책의 구성체계 중 사회정책 목적과 관련하여 인간 존중과 인간 존엄성을 일부 공유하고 있고, 사회정책의 대상자와 관련하여 일차적 대상자는 사회적 약자이며 더 나아가 일반 국민으로 확대되어야 한다. 셋째, 노자 정치사상은 복지국가와 복지사회의 건설에 평화유지와 전쟁반대라는 필수적인 조건을 제기한다. 그러므로노자 정치사상을 포함하는 노자사상은 사회복지와 사회정책을 포함하는 다 방면에서 새롭게 조명되어야 하고 활용되어야 할 것이다.

The purpose of this study is to explore the study framework through categorizing the contentsof Laozi’s political thoughts and establishing the dimensions of social policy and to grasp theirimplications from the standpoint of social policy by using the framework. The implications ofLaozi’s political thoughts from the standpoint of social policy are such as followings. First,Laozi’s political thoughts shares human dignity, social solidarity consciousness, and freedomamong the relative values of social policy. Second, His political thoughts shares some part ofhuman respect or human dignity in relation to the purpose of social policy. The primary targetperson of social policy should become social disadvantaged people and then nation peoplebecome next. Third, His political thoughts suggest the imperative requirements such as peacemaintenance and war opposition in order to construct welfare state or welfare society. Therefore Laozi’s thoughts including his political thoughts should be highlighted and utilized invarious aspects covering social welfare and social policy.
