지방공기업 부채감축 정책의 성과 분석 및 시사점 연구

A Study on the Effect Analysis of the Debt Reduction Policy of Local Public Enterprises

지방분권의 시대에 지방공기업의 역할은 어느 때보다 강조되고 있다. 지방자치단체는 지방공기업을 통해 지역주민들의 다양한 공공서비스 선호에 신속하게 대응할 수 있으며 지역 여건에 맞는 공공서비스를 안정적으로 공급할 수 있다. 하지만 지방공기업은 지방재정을 위협하는 잠재적 위험요소가 될 수 있으므로 지방공기업의 재무건전성에 대한 중요성은 이루 말할 수 없다. 따라서 본 연구는 분권화 논의를 통해 지방공기업 부채증가의 원인을 살펴본 뒤 2014년 행정자치부가 실시한 지방공기업 부채감축정책의 성과를 분석해보고자 한다. 이를 위해 본 연구는 2012년부터 2018년까지 31개의 기타공사를 대상으로 이중차분법을 실시하였다. 분석결과, 행정자치부의 관리·감독을 받는 부채중점관리기관의 재무건전성과 생산성이 그렇지 않은 기업보다 개선되는 것으로 나타났다. 이를 통해 본 연구는 추후 있을 지방분권화 논의에서 중앙정부의 권한과 기능의 지방정부로의 이양뿐만 아니라 지역 공공서비스 및 재정에 관한 책임성 논의가 필요함을 강조한다.

In the era of local decentralization, the role of local public enterprises will be emphasized more than ever. Through local public enterprises, local governments can respond quickly to various preferences of local residents and supply public services suitable for their conditions. It is however necessary to increase the efficiency of local public enterprises and maintain their financial healthy because it could become a potential risk to local finances. This study therefore aims to examine the cause of the increase in local public enterprises' debt through discussions on the decentralization and analyzes the performance of policy conducted by the Ministry of the Interior and Safety to reduce debt of local public enterprises in 2014. To this end, this study conduct the differnece-in-difference method. As a result, the fiscal soundness and productivity of those which supervised by central government are improved compared to those which do not. Through these findings, this study emphasizes that in future discussions on decentralization, it is necessary to discuss accountability for local public services and finances as well as the transfer of authority and functions of central government to local governments.
