A Satisfaction Study on the Expenditure Performance of Local Governments: Focusing on the participatory budgeting of Chungcheongnam-do

2021년 1월에 ｢지방자치법｣이 전부개정되면서 ‘지방분권 2.0’ 시대가 도래하였다. 지방자치의 핵심은 주민자치와 재정분권이라 할 수 있으며 지방자치 재정의 건전성 확보를 위한 핵심은 주민의 선호를 잘 반영하는 것이라 할 수 있다. 이는 주민참여예산제도를 통해 편성된 예산에 대해 주민이 얼마나 만족하고 있는가로 대변될 수 있을 것이다. 본 연구의 목적은 충남도 도민참여예산제도 재정지출 및 차년도 투자 방향에 대한 충남도 내 주민 만족도를 살펴보는 것이다. 이에 충남도 예산편성을 위한 각 분야별 재정지출 만족도와 향후 투자방향에 대하여 조사한 결과 재정지출에 있어 사회복지 분야, 일반공공행정 분야, 공공질서 및 안전 분야는 대체로 만족한 것으로 나타났으나 과학기술 분야와 환경 분야는 대체로 불만족한 것으로 나타났다. 향후 재정지출 투자 조정 방향에 대한 조사 결과 공공질서 및 안전 분야와 환경 분야에 대한 증액이 필요하며, 일반공공행정 분야, 사회복지 분야의 경우 삭감이 필요한 것으로 나타났다. 부가적으로 향후 재정지출 투자에 있어 일회성 단기적 사업보다는 중장기적이고 지속가능한 정책사업을 모색하는 방향을 제시하는 것도 필요하겠다.

In January 2021, the Local Autonomy Act was completely amended, and the era of 'decentralization 2.0' came into operation. The core of local autonomy can be said to be resident autonomy and fiscal decentralization, and the key to securing the soundness of local autonomy can be said to reflect the preferences of the residents well. This can be shown by how satisfied the residents are with the budget organized through the resident participation in the budget making process. The purpose of this study is to examine the satisfaction of residents in Chungcheongnam-do with respect to the direction of fiscal expenditure and next year's investment in the Chungcheongnam-do participation budgeting. As a result of a survey on fiscal expenditure satisfaction and future investment directions for budgeting in Chungcheongnam-do, it was found that social welfare, general public administration, public order, and safety were generally dissatisfied. As a result of a survey on the direction of future fiscal expenditure investment adjustment, it was found that an increase in public order and safety and environmental fields was needed, and cuts were needed in general public administration and social welfare fields. In addition, it is also necessary to present a direction for seeking mid- to long-term and sustainable policy projects rather than one-time short-term projects in future fiscal expenditure investments.
