본 연구는 문화재 재난관리체계의 효과성에 영향을 미치는 요인을 문화재돌봄센터와 지방자치단체 공무원을 대상으로 실시한 설문조사 결과를 바탕으로 실증적으로 조사하였다. 특히 본 연구는 문화재 재난관리체계를 예방·대비·대응·복구의 각 과정으로 나누어 각 단계에서 독립변수인 협업, 리더십, 전문성이 어떤 영향을 미쳤는지에 대해 알아보았다. 본 연구의 분석결과를 요약하면 다음과 같다. 첫째, 업무협력은 문화재 재난예방, 대응, 복구의 효과성에 유의한 영향을 미쳤지만, 재난대비의 효과성에는 아무런 영향을 미치지 못하였다. 또한 재난복구 외에는 부정적으로 영향을 미쳤다. 둘째, 상호존중은 문화재 재난대비, 대응의 효과성에 긍정적인 영향을 미쳤지만, 재난예방, 복구의 효과성에는 아무런 영향을 미치지 못하였다. 셋째, 리더십은 문화재 재난예방, 대비, 대응, 복구의 효과성에 모두 긍정적인 영향을 미쳤다. 넷째, 전문성은 문화재 재난예방, 대비, 복구의 효과성에 통계적으로 유의한 영향을 미쳤지만, 재난대응의 효과성에는 유의한 영향을 미치지 못하였다. 또한 재난예방과 대비의 효과성에는 긍정적 영향을 미쳤지만, 재난복구의 효과성에는 부정적 영향을 미쳤다. 이러한 분석결과를 바탕으로 본 연구는 문화재 재난관리과정에서의 협업절차를 합리화하고 재난관리 담당자와 리더의 자질을 높일 수 있는 교육프로그램을 강화할 것을 제언하였다. 또한 문화재 담당 주체들의 상호존중 문화를 함양하기 위하여 다양한 워크숍 등을 상시로 개최할 것을 제언하였다.
The purpose of this study is to investigate the factors that influence the effectiveness of disaster management for cultural properties. The effectiveness of disaster management for cultural properties as a dependent variable was divided into the effectiveness of disaster prevention, preparation, response, and recovery. As for the independent variable, three factors were set: collaboration, leadership and expertise. The analysis results of survey administerd to local government and cultural heritage care center are as follows. First, business cooperation system had significant effects on the effectiveness of prevention, response and recovery. Second, mutual respect had positive effects on the effectiveness of preparation and response but no effect on the effectiveness of prevention and recovery. Third, leadership had positive effects on the effectiveness of disaster prevention, preparation, response, and recovery. Fourth, expertise had significant effects on the effectiveness of prevention, preparation and recovery. This study suggests that government should improve collaboration, leadership and expertise for disaster management for cultural properties by educational program and workshop.
