정부 신뢰와 민간위탁에 관한 실증분석

An Empirical Analysis on the Relationship between Trust on Government and the Perception on Contracting Out: Change of Perception on Contracting out by the level of Trust

최근 글로벌 위기와 사회적 위험이 다양해지고 정부에 대한 수요가 증가하면서 정부의 업무부담도 커지고 있다. 정부의 업무가 많아지면 공공서비스의 민간 위탁도 증가하게 마련이며 민간 위탁은 중앙정부, 지방자치단체, 기업, 시민사회 간 협력과 신뢰 수준이 높아질수록 원활해진다. 따라서 본 연구는 한국행정연구원에서 제공하는 2019년도 행정에 대한 공무원과 국민인식 조사 결과를 바탕으로 정부에 대한 신뢰와 민간 위탁에 대한 인식을 실증적으로 분석하고자 한다. 따라서 정부를 신뢰하는 국민은 민간위탁에 어떤 자세를 보이는지 분석할 것이다. 구체적으로 정부의 어떤 기관을 신뢰하는 사람이 민간위탁에 긍정적인지, 나아가서 일반적인 신뢰 수준이 높은 사람은 민간위탁에 어떤 자세를 보이는지 분석하고자 한다. 탐색적, 확인적 요인분석을 통해 신뢰와 민간위탁 인식의 영역을 타당화 하였고 이들의 인과관계를 분석하였다. 연구의 결과를 통해 이론적, 실무적 함의를 도출하고 더 나은 공공서비스 제공을 위한 향후 과제를 제시하였다.

As global crisis diversify and the demand for the government increases, the government’s financial burden is also increasing. As the government’s burden and employee’ workload increase, the contracting out of public services also increases. The contracting out between public and private organizations become smooth in the case that the level of trust and collaboration among the central government, local government, private companies, and civil society organizations. This study attempt to empirically analyze the trust in government and the perception of contracting out to private organizations based on 2019 survey data on public officials and public perception survey on public administration.
