국가연구개발정책의 활성화 방안에 관한 연구

A study on activating National R & D policy: Its Applicability to Comparing universities' centralized management system of research fund among USA․Japan․Korea Cases

본 연구의 목적은 대학의 연구비 중앙관리 제도 평가를 위한 모형 개발 연구로서, 선행된 관련 연구의 내용과 지표를 분석하여 문제점과 대안을 도출해 이를 통해 새로운 연구비 중앙관리 제도 평가모형을 제시하였다. 연구의 접근방법으로는 첫째, 미국과 일본의 유사 연구 및 평가체제에서 제시된 지표에 대해 타당성․객관성․정량성․적용가능성 등을 다각적으로 검토하여 본 평가모형에 반영하고자 하였다. 둘째, 학술진흥재단에서 기존에 수행되어 왔던 「연구비 중앙관리 실태조사」의 평가체계를 연도별로 검토하여 수정 및 보완사항에 대해 전문가집단을 통해 타당성에 대한 조사를 실시한 후 평가모형의 개관을 형성하고자 하였다. 셋째, 구체적인 평가지표와 측정기준에 대해서는 대학 실무자 검토의견을 반영하여 평가모형의 현장 적용가능성을 증가시키고자 하였다.

Besides the direct support on the universities' research fund, government research fund is indirectly related to strengthen the research capacity of universities through providing equipment for the experiments or research infrastructure project. The Science Foundation is providing research projects mainly on the fields of science and technology. And the Korea Research Foundation does to the fields of humanity and social science. Therefore universities should be responsible for the transparent and efficient management of research fund and researchers by the expertise. The research goal is to modify the evaluation system of centralized management system of universities' research fund for the transparent and efficient management of research fund less burden of researchers.
