Korea's 'Open Trade Policy' Strategy and its Policy Implications

지난 1990년대 말 이후 한국의 통상정책은 경제적 개방과 자유화에 기초하는 ‘개방적 통상정책’을 추진하여왔다. 본 논문은 한국의 통상정책이 변화, 발전하여온 과정을 간략히 서술하고, 90년대 말 이후 개방적 통상정책이 추구되었던 배경과 주요 특징 그리고 그 정책적 효과를 분석, 평가하였다. 1990년대 말 외환위기의 상황은 정부가 통상정책 결정과정에서 시장개방과 자유화를 추구하며 시장의 효율성을 중시하게 되는 외부적 요인으로 작용하였다. 이후 정부는 자유주의적 시장원리에 따른 개방적 통상정책의 논리를 개발하고 재생산하는 과정을 통해 경제적 효율성을 높이고 국가경쟁력을 강화하고자 노력하여왔다. 하지만 정부의 통상정책 결정과정이 다소 폐쇄적이고도 배타적인 특징을 지녔던 이유로 정부 통상정책에 관한 국민적 합의를 형성하는 데는 많은 어려움이 있었다. 따라서 정부가 FTA정책 등과 같이 시장개방과 자유화에 기초한 개방적 통상정책을 추구하는 과정에서 정부의 통상정책에 관한 사회적 합의를 형성하거나 정책 시행에 따른 부작용을 완화하려는 노력을 더욱 강화할 필요가 있을 것이다.

The Korean government began to pursue 'open trade policy' as an effective policy means to cope with the impacts of the economic crisis in the late 1990s. The Korean government has expected that free and open trade will bring substantial gains to Korean economy as a whole. In particular, FTA policy has been used as strategic policy means to not only expand the trade and investment, but also strengthen Korean economic effectiveness and industrial competitiveness. However, concerns have been raised about the 'closed' nature of the government's trade policy-making process. Moreover, it has also been pointed out that socio-economic difficulties can be expanded if less competitive industries and individuals are exposed to highly competitive environments as a result of 'open trade policy'. These concerns imply that the public needs to be informed with more information on the trade policy-making process itself as well as the potential socio-economic impacts of the trade liberalisation. Therefore, government's trade policy process needs to be more open and transparent in order to form public consensus on the government's policy initiatives. This will be an important key to successful promotion of the government's trade policy objectives in its external economic relations.
