‘유럽연방’을 위한 알티에로 스피넬리의 유럽통합 사상과 전략

Idea and Strategies of Altiero Spinelli for ‘United States of Europe’

본 논문은 평생을 유럽연방 건설을 위해 헌신한 열정적 연방주의자인 알티에로 스피넬리의 사상과 투쟁을 살펴보기 위한 것이다. 유럽에서 민족국가 체제와 평화 보장을 위한 대안으로 연방주의를 제안한 ‘벤토테네 선언서’의 저자로서 스피넬리는 유럽 연방주의의 사상과 운동의 토대를 제공해 주었다. 그의 연방사상은 민족국가의 위기와 전쟁과 평화에 관한 깊은 성찰에 기초한다. 그는 민족과 국가의 결합으로 만들어진 주권이 국가 내에서 시민들에 대한 권위주의적 통치와 외적으로는 공격적 성향으로 이끈다고 지적하고, 제국주의와 파시즘을 민족국가의 역사적 전개 과정의 마지막 과정으로 생각했다. 따라서 그는 연방주의는 유럽이 민족국가 체제로 돌아가는 것을 막는 보장이 될 것이라 확신했다. 그는 유럽인들이 지향해야 할 목표로서 유럽연방을 제시하고 그러한 목표를 위한 정치투쟁에서 명확한 전략과 전술을 가지고 선두에 섰다. 이 전략은 입헌적 접근으로 불리는 것으로 기능적인 접근과는 대비되는 개념이다. 장 모네와 같은 기능주의적 연방주의자들에 의해 수행된 점진적 접근과는 달리, 입헌적 접근은 국가 주권을 초국가적 기관에 이양함으로써 유럽연방을 한 번에 이룩할 수 있는 방법이었다. 이것은 제헌의회에 의한 유럽연방헌법의 작성을 통해서 이루어지도록 예정되었다. 한편 이러한 목표와 전략을 위해서 그는 다양한 전술을 사용했는데, 그것들은 국가 정당이나 이데올로기로부터 자율적인 연방주의 운동의 형성, 기능주의의 한계 이용, 정치지도자의 이용 등으로 나타났다. 그의 전략과 전술은 대단한 성공을 가져오지는 않았다. 그러나 그의 사상과 투쟁은 유럽인들에게 그들이 민족국가의 속박으로부터 해방되어 자유롭고 평화롭게 살기 위해서 무었을 해야 하는가를 일깨워주었고, 그것을 성취하기 위해서는 어떻게 행동해야 하는가를 알려주었다. 즉, 동아시아에서 지역통합의 전망에 비추어 볼 때, 스피넬리의 사상과 전략은 우리가 가장 먼저 해야 할 일이 무엇인가를 잘 보여준다고 할 수 있다.

This research is on the federal idea and actions of Altiero Spinelli, an ardent Italian federalist who has devoted his whole life to construct a federal Europe. As a first author of the 'Ventotene Manifesto' that presented federalism as an alternative to european nation state system and for securing peace in Europe, Spinelli has laid down a cornerstone for european federalism. His federal idea is based on profound reflection on the 'crisis of nation state' and 'war and peace'. He thought that the sovereignty created by the combining of nation with state, led to an authoritarian governing on citizens inside the state and aggressive attitude outside. He was convinced that Imperialism and Fascism was the last stage in the historical progress of nation state. So he has convinced that it was a guarantee for peace to prevent Europe from returning to nation state system through forming a federal Europe. He presented United States of Europe as a goal toward which europeans should head, and acted at the head of political struggle for the goal, with definite strategy and tactics. The strategy was the so-called 'constitutional approach' that is a complete contrast to the functional approach. Different from the gradual integration that was invented by the functional federalists like Jean Monnet, it was a method to achieve European federation at a stroke, transferring all national sovereignties to supranational institution. And this would be possible through establishing a European Federal Constitution by constitutional assembly. As for the tactics, he proposed the creation of movements favorable to european federal integration and autonomous from national parties and ideologies. And for achieving the constitutional approach, he acted himself using the contradiction of functional approach and inducing political leaders to take initiatives. His strategy and tactics didn't have great success, but his idea and actions showed europeans what they have to aim at to be liberated from nation state's restriction and to live in peace, and guided how to act to obtain it. As for the prospect of regional integration in East Asia, his idea and strategy could teach us what we should do first.
