The Solution to The Illegal Distribution of Tax Free Oil Analyzed by Games of Incomplete Information Theory

면세유 제도는 국세를 이용하여 농어업인들에게 지급되는 가장 큰 보조금 중 하나이다. 따라서 이를 불법적으로 유통 및 사용하는 것은 납세자들을 기만하는 것과 같다. 그러나 이러한 부정유통행위는 매년 국정감사에서 지적될 정도로 문제가 되고 있으나, 이를 전면조사하는 것은 현실적으로 불가능하며, 가능하더라도 비효율적일 수 있다. 따라서 정부와 어업인의 2인게임을 설계한 후 어업인이 선호체계에 따른 3가지 유형으로 나뉜다고 가정한 후 균형을 도출하고 모의 실험을 이용하여 최적의 단속과 부정유통확률을 구하였다. 모의 실험을 이용하여 도출된 균형과 현재의 상황을 비교한 후 이를 해결하기 위한 방안을 제시하였다. 실험 결과, 단속비용의 감소 및 처벌 강화를 통해 부정유통을 줄일 수 있지만, 위험선호형 어업인이 존재하는 한, 부정유통을 없앨 수 없다는 것으로 나타났다

The Tax-Free Oil policy is one of the largest subsidies paid to farmers and fishermen using national taxes. Therefore, illegal distribution and use of it is like deceiving taxpayers. However, such illegal distribution has become a problem to the extent that it is pointed out in the annual state audit, but it is practically impossible to investigate it completely, and even if possible, it may be inefficient. Therefore, after designing a two-player game between the government and fishermen, assuming that fishermen are divided into three types according to their preference system, the balance was derived and the optimal crackdown and illegal distribution probability were obtained using a simulation. After comparing the current situation with the balance derived using the simulation, a solution was suggested. As a result of the experiment, it was found that illegal distribution can be reduced by reducing enforcement costs and strengthening punishment, but as long as risk-lover fishermen exist, it is impossible to eliminate illegal distribution.
