남부경제권 구축의 필요성과 부산금융중심지

Strategic Approaches for Southern Economic Region and Busan Financial Center

본 연구의 목적은 수도권 집중완화와 지역발전을 목표로 출범한 동남권 메가시티전략의 주요 내용과 한계점을 제시하고, 대안으로 제시되는 남부경제권 구축의 필요성과 효율적으로 추진될 수 있는 산업적 기반의 구축을 위한 금융의 역할을 강조하며, 환경변화에 따른 부산금융중심지의 새로운 육성전략을 제시한다. 특히 디지털전환과 에너지전환 등 산업의 대전환기에 남부권의 경제공동체가 효과적으로 추진될 수 있도록 부산금융중심지의 육성전략을 그린 ESG와 디지털화, 지역산업과 연계하여 제시하였다는 점이다. 주요한 정책제안은 다음과 같다. 첫째, 세계 주요국은 2050-60년 탄소 중립을 목표로 글로벌 에너지 패권전쟁이 진행되고 있으므로, 이를 반영하여 그린 ESG 금융중심지 육성전략이 수립되어야 할 것이다. 둘째, 핀테크와 블록체인 기반 디지털 금융중심지 육성전략이 과감히 추진되어야 할 것이다. 부산은 이미 2019년 블록체인 특구의 경험이 있으며, 코로나19 팬데믹 이후 4차 산업혁명이 가속화됨에 따라 빅테크(Big-Tech)의 등장은 금융시장에도 상당한 변화를 초래하고 있다. 셋째, 남부경제권은 수도권 일극 주의에 대응할 수 있는 유일한 경제권역으로, 남부경제권 구축 관련 핵심사업이 추동될 수 있도록 금융 및 투자기능이 강화된 지역산업 연계전략이 추가되어야 할 것이다. 마지막으로 새로운 전략의 수립 및 추진을 위한 공고한 법적 지위를 지닌 종합적이고 체계적인 금융중심지 추진기구가 설립되어야 할 것이다.

This paper intends to provide policy recommendations for Busan Financial Center being a solid infrastructure in order to make a successful implementation of mega-region project, so-called Southern Economic Region, aiming at the mitigation of capital area and regional development. We incorporate the great transformation of industry reflecting on digital transformation and pursuing new energy, specifically and provide strategic approaches for Busan Financial Center in order to launch the Southern Economic Region successfully. The suggested policy agendas are as follows; it is necessary to introduce a green ESG based on the carbon-neutrality in 2050-60 and digital finance together with fintech and block-chain tech should be pursued decisively in Busan area. In addition, the role of investor should be enhanced to help the effective birth of Southern Economic Region by providing the needed financial supports for the future industries. Lastly, effective and legally-solid control tower should be established to plan both short-run and long-run strategies for Busan Financial Center.
