러시아 극동, 시베리아지역의 집행권력기관 체계

Regional Executive Reforms in Russian Far East and Siberia: Since 2007

이 글은 2007년 이후 러시아 극동, 시베리아지역 연방주체들의 집행권력기관 체계를 주로 제도적 규정을 중심으로 고찰했다. 연방의 구조에서 위계구조의 정립과 더불어 연방지구 설치, 연방주체들의 통합을 통한 조정과정이 있었다. 연방주체 수장=연방주체 정부의장을 정점으로 하는 집행권력체계를 점차 갖추어가고 있다. 내부적 위계, 권한의 집중, 권력기관 간 관계특성에서는 그 틀은 연방법에 의거하면서 각 연방주체별로 법규화되고 있다. 연방주체 하위단위에서는 연방법의 정비를 통해 시구성으로 통괄되는 지방자치단위별로 지방의 유형에 따른 문제와 기관, 그리고 기관들 사이의 관계형성의 문제가 집약되고 있다. 시구성 집행기관인 블라디보스톡시 행정부의 경우, 러시아의 대내외정책의 견고한 실행과 이를 뒷받침할 집행-운영기관으로서의 위상을 분명히 하고 있다. 시구성 집행기관의 활동에서는 주로 일상적인 시법규의 실행과 기능화라는 측면과 더불어, 중장기적으로는 상위 집행권력기관과의 긴밀한 연계가 상당히 중요했다. 전체적으로, 극동, 시베리아지역의 경우 연방주체 국가권력기관을 중심으로 한 지방권력구조의 제도적 틀이 확립되어가고 있음에도 연방 전체 수준과 지방의 현장수준의 이해를 선명히 분리시키면서도 상호역동적으로 결합시킬 수 있는 기제를 만들어내고 그 작동을 원활히 하는 것은 여전히 중요한 과제로 남아있음을 알 수 있다.

This paper is to investigate the changes in institutional regulations that have been made since 2007. As for federal structure, adjustment process was undergone on the basis of the Federal Districts, strengthening structural hierarchy. The executive system became increasingly hierarchical, headed by the governors of federal subjects. In each federal subject, regional hierarchy was established based upon federal laws and regional regulations. At the sub-level of federal subject, the relationships among regional power branches were established with the modification of federal laws. For instance, Vladivostok city was categorized into a city district, and its administration took charge of the implementation of domestic and foreign policies. Daily implementation of municipal regulations constitutes a main function of municipal administration, as well as the maintenance of a close relation between higher organs. This study suggests that regional administration faces challenging tasks of clarifying regional interests and combining them it with federal ones, although an institutional frame of regional administration has been established.
