제국일본의 식민지 개발 구상과 군사주의

Colonial Development and Militarism: South Pacific Development Planning of Imperial Japan and Nanyo Takushoku Corporation

이 글은 일본의 위임통치 식민지였던 남양군도에서 활동한 남양척식회사의 설립 과정을 분석하는 것을 목적으로 한다. 이를 위해 위임통치의 성격, 남양군도에 대한 통치방식을 먼저 검토하고, 그 후 1929년 세계대공황과 1931년 만주사변 이후 전개된 일본의 식민지 개발 사업의 하나로 ‘남양군도개발조사위원회’의 활동을 분석한다. 이 위원회에서는 남양군도의 정치군사적 중요성, 경제개발의 잠재력을 역설하고, 이를 실현하기 위한 기구로 남양척식주식회사의 설립을 건의하였다. 1936년 7월 마침내 일본 정부는 칙령으로 그 설립을 승인하였고, 11월에 회사는 정식 출범하였다. 이 논문에서는 남양군도 개발계획과 남양척식회사 설립의 연관성을 검토함으로써 제국국가의 식민지 개발정책에서 국책특수회사인 척식회사가 어떤 역할을 했는지를 규명하고, 이를 통해 식민지 개발의 역사적 성격을 이해해 보고자 한다.

This article aims to analyze the process of establishment of Nanyo Takusyoku Corporation(NTC). NTC was the Japanese state company for colonial development in Nanyo(南洋群島). Nanyo has been different feature from the other colonies in Empire Japan. Most of all, that was the mandate of the League of Nations. This is important point at comprehending the character of the Japanese rule in Nanyo. Because the establishment of NTC was possible just after Japan’s withdrawal from the League of Nations in 1933. This development plan for Nanyo was directly stimulated by founding of the Manchukuo and construction of Japan-Manchu bloc economy.
