북·중 국경통상구의 현황과 시사점

Status and Implications of North Korea-China Border Trade Zone

본 연구의 목적은 북·중 국경통상구의 변천과정과 통관 실태 분석을 통해 통상구의 특징을 도출하고 남북경협에 주는 시사점을 제시하는 것이다. 북한과 중국은 1958년 10개, 1965년 14개, 2001년 15개 등의 국경통상구를 지정하여 관리해 왔다. 특히 2001년부터는 협정을 체결하여 국경통상구를 체계적으로 관리하기 시작하였다. 그리고 2010년 이후에는 국경교량이 신설되는 등 국경통상구가 확대되고 있다. 국경통상구의 통관은 대북제재에도 불구하고 지속적인 증가 추세를 보여 왔다. 또한 도로통상구의 통관량은 크게 증가하는 반면에 철로통상구는 통관량이 급감하고 있다. 지역별로는 압록강 및 두만강 하류와 북한산 철광석 수입루트인 지린성 난핑통상구가 부각되고 있다. 앞으로 제재국면이 해소될 경우 국경통상구 통관이 크게 활성화되어 남북경협 구도에 영향을 미칠 가능성이 있다. 또한 현재의 북·중 국경통상구 건설과 운영 방식은 향후 남북한 접경지역에 육로교역 통로를 구축할 경우 참고모델이 될 수 있을 것이다. 따라서 북·중 국경통상구에 대한 지속적인 연구와 관심을 가질 필요가 있다.

The purpose of this study is to derive the characteristics of a border trade zone and to present implications for inter-Korean economic cooperation through an analysis of the transition process and the status of customs clearance of North Korea-China border trade zones. North Korea and China has designated 10 boder trade zones in 1958, 14 in 1965, and 15 in 2001 and administrated them. In 2001, both governments reached an the agreement to manage the border trade zones systematically. In 2010, the border trade zones have expanded aiming to construct new border bridges. Despite the sanctions imposed on North Korea, the status of customs clearance of border trade has increased. while the amounts of customs clearance of road lines have been grown rapidly, the amounts of railroad lines have been declined sharply. Focusing on region by region, the lower reaches of the Yalu and Tumen rivers and Nanping trade zone in Jilin Province of china, the import routes of iron ore from North Korea, have been emerging as major channels of customs. If the current sanction phase is resolved in the future, the border trade customs clearance will be greatly activated, possibly affecting the composition of inter-Korean economic cooperation. In addition, the current construction and operation of the between North Korea and China border trade zone will become a reference model when establishing a bilateral trade route in the border area between the South-North Koreas. Therefore, it is necessary to have continued research and interest in the North Korea-China border trade zone.
