시진핑의 제도적 조정을 통한 권력과 정당성 강화

How Xi Jinping Enhances Power and Legitimacy through Institutional Adaptation: Assessing China’s the 19th Party Congress

본 논문은 19차 당 대회에서 드러난 제도적-규범적 변화를 집단지도체제의 퇴행과 시진핑 일인지배 강화라는 이분법적 접근보다는, 제도적 조정(institutional adaptation)이라는 분석틀을 통해 시진핑이 어떻게 집단지도체제 틀 안에서 일인지배를 강화하고 정치적 정당성도 확보했는지 살펴보는 것을 목적으로 한다. ‘격대지정’과 민주추천제의 폐지, 차기 지도자 후보들의 정치국 상무위원회 진입 실패등과 같은 19차 당 대회에서 나타난 주요 변화를 집단지도체제의 기본 틀 내에서의 제도적 조정으로 보고, 시진핑이 정치적 권력과 정당성(legitimacy)을 강화시키는 데 용이한(facilitating) 제도로서 19차 당 대회가 어떠한 역할을 했는지 살펴볼 것이다. 이를 위해, 우선 시진핑의 정치국과의 전략적 연합(coalition) 모색과 정치국 상무위에서 기술 관료의 종식을 주목할 만한 제도적 조정으로 보고 어떠한 정치적 함의를 가지는지 논의하였다. 다음으로, 집권1기부터 꾸준히 강력해진 영도소조를 중심으로, 시진핑이 추구하는 당 중심의 거버넌스에 대해 논의한다. 마지막으로, 집권1기 동안 강조된 여러 중요한 선언들을 집대성한 신시대 중국 특색 사회주의(新時代中國特色社會主義) 실현을 위한 ‘시진핑 사상(習近平思想)’의 등장과 공산당 당장 수정을 통한 제도화를 통해 어떻게 지배이념으로 정치적 정당성을 추구하는지 설명한다. 본 논문은 19차 당 대회를 통해 나타난 제도적 지속성과 변화를 평가하고, 이를 바탕으로 시진핑 집권2기를 전망하며 글을 맺고자 한다.

This research aims to examine how Xi Jinping, China’s general party-secretary, attempts to enhance political power and legitimacy through institutional adaptation. To this ends, this paper addresses three key aspects as important institutional adaptation to existing rules of game. First, the coalition from the lower, such as the Politburo Committee, and the rise of loyalty-based selection of Politburo Committee are discussed as one of major institutional adaptations. And then, the paper explains how the emphasis on the Party-centered governance in the 19th Party Congress results from Xi’s empowering the Leading Small Groups over the last five years, making the Partyde facto decision-maker. Lastly, I attempt to explain how Xi Jinping’s Thought and its inclusion to the Party Charter would play a role in consolidating his ideological authority and political legitimacy in ruling China. In conclusion section, this article makes an overall assessment on institutional adaptation in China’s 19th Party Congress with brief prospects on Xi’s second term.
