A Study on Expected Impact of KOR-US Reciprocal Defense Procurement MOU

한·미 국방조달협정은 방산분야의 자유무역협정에 비견될 수 있다. 이는 우리나라의 방위전략뿐만 아니라 방위산업에도 지대한 영향을 미치지만, 그 중요성에 비해 연구는 부진하였다. 본 연구에서는 한·미 국방조달협정을 체결할 경우의 효과를 거시적 측면, 국내 방산업계의 준비도 측면, 국내방산 기업의 인식 측면, 그리고 상대국 방산기업의 인식 측면에서 예측하여 보았다. 연구 결과 거시측면에는 한·미 국방조달협정이 한·미 간의 FTA의 정부조달협정과 유사하다면 수출에는 긍정적이며, 내수시장의 피해는 적을 것으로 전망된다. 방산업계의 준비도 측면에서 한국의 방산업체는 10년 전에 비해 수출 규모, 참여기업의 측면에서 괄목할 만한 성장이 있었고, 수출지원제도도 확대되었음을 확인하였다. 한국 방산업체를 대상으로 한 인식조사에서는 우리나라 기업이 한·미 국방조달협정에 총론 측면에서는 긍정적 반응을 보이고 있었다. 미국 방산업체의 인터뷰 결과는 국내 방산업체보다 RDP 체결에 대해 좀 더 적극성을 보였다. 본 연구에서는 종합적으로 한미 RDP의 체결은 총론 측면에서 방위산업에 긍정적 효과를 미칠 것으로 기대되어, 한·미 RDP 협정에 대한 정부차원의 분야별 심도 깊은 조사를 제언하였다.

Entering an ‘RDP MOU’ with the U.S. would have a significant influence not only on the national defense strategy of Korea, but also on the defense industry at large. Despite this, however, research efforts into this MOU have been sluggish compared to its importance. From a macro perspective, this study carefully estimated the effect of signing a KOR-US RDP MOU through the lens of the Korea-U.S. FTA agreement and WTO Government Procurement Agreement. In terms of industries, the present research sought to estimate changes in competitiveness by comparing the size of the Defense Industries and Export Incentive Policy from 10 years ago, when a previous study was conducted on the same topic. Microscopically, the expected effects were identified through a survey of Korean defense companies. Furthermore, since the agreement is reciprocal, an interview with the U.S. defense contractor was conducted to indirectly examine the U.S. company's intentions. Research shows that if the RDP is similar to the Korea-U.S. FTA or WTO Government Procurement Agreement, it is likely to have a positive effect on exports and trade with almost no expected damage to the domestic market. Korean defense contractors identified significant growth in terms of export volume and participating businesses, and they have in fact expanded their export support system over the past 10 years. The survey results also confirmed that the Korean defense contractors were positive about the RDP, while the U.S. defense industry was very positive. As such, this study has proposed a full-scale investigation into the Korea-U.S. defense procurement agreement at the governmental level.
