실물옵션 기법을 이용한 문화예술회관의 사회적 경제성 분석

An Analysis of Social Economy of A Culture & Arts Center Using Real Option Method

최근 문예회관은 정부정책과 이를 이용하려는 수요증가로 인해 빠른 속도의 증가세를 보여왔다. 반면 정부와 지자체의 치적 쌓기 혹은 선심성 정책으로 당초 건립 취지에 부합하지 못하는 부작용도 초래하고 있다. 이를 반영하듯 문화회관별 운영상태는상이하며, 향후에는 사회적 경제성에 근거하여 보다 엄밀하게 문예회관 건립이 추진될전망이다. 본 연구의 목적은 문예회관에 대한 투자의 비가역성과 불확실성, 투자편익등을 고려하여 실물옵션기법을 이용한 사회적 경제성 분석이 유용하게 활용될 수 있다는데 있다. 이에 실물옵션 기법 중 이항옵션모형을 활용하여 대전에 위치한 문예회관을 사례로 시뮬레이션을 진행하였다. 분석결과, 이 문예회관의 경우 특정시점의 ‘운영확대옵션’을 고려할 경우 규모의 경제를 달성하며 경제성이 가장 높게 평가되었다.

Culture & Arts centers have been dramatically increasing due to the governmental policies and increasing demands of using them for the recent years. However, there have been some problems from the central and local governments’ manipulations for achievements or patronization that they can’t play a role not fit to their original purposes. As reflecting the fact, the operating status by culture & arts centers are different, and it is expected that such institutes shall be built strictly based on the social economy in future. This study aims at presenting the analysis of social economy using real option method could be usefully utilized with considerations on irreversibility and uncertainty of investment on culture & arts centers, and convenience of investment. Therefore, the binomial option model of real option methods was applied for simulation on the culture & art center in Daejeon. As a result of the analysis, in the case of the culture & arts center, when considering its ‘operational expansion option’ at specific time, its economy would be highest with accomplishment of the economies of scale.
