Capture and Type Analysis of Neighborhood Effect of Local Finance: Focusing on Welfare Budget

본 연구는 지방재정 가운데 복지재정에서 발생하는 지방자치단체들의 이웃효과를 포착하고 그 유형을 분석한 연구이다. 구체적으로 크게 두 가지의 연구주제를 바탕으로 연구를 진행하였다. 첫 번째로 복지예산에서 발생하는 지방자치단체들 간 ‘이웃효과를 포착’하는 연구를 진행하였고, 두 번째로 ‘이웃효과 유형’을 분석하는 연구를 진행하였다. 자료는 2003년부터 2014년까지 229개의 기초지방자치단체들의 전체 예산대비 복지예산의 비중값을 공간분석을 활용하였다. 지방자치단체들 사이에 이웃효과가 발생하였는지 확인하기 위해 Moran’s I분석을 실시하였고, 이웃효과 유형분석은 LISA분석의 The Cluster Map을 활용하였다. 연구 결과, 지방정부 간 이웃효과가 포착되었는데, 2007년을 제외한 나머지 기간 동안의 복지예산의 이웃효과 유형은 복지예산의 비중값이 경쟁적으로 감소하는 LL유형으로 확인되었다. 2007년의 경우는 복지예산의 비중값이 경쟁적으로 증가하는 HH유형이 주요 유형이었는데, 이는 2007년도에 있었던 3차례의 선거가 영향을 미쳤을 것으로 보인다. 재정관련 연구에 이웃효과라는 개념을 접목하여 공간분석으로 결과를 풀어낸 본 연구는 지방재정관련 연구를 보는 시각을 넓혀줄 것이다. 무엇보다 이웃효과를 포착하고 분석하는 이웃효과 일반화 연구에 큰 보탬이 될 것이며, 지방자치 시대에 정부 간 관계를 재조명하는 역할도 할 수 있을 것이다.

This research studies the neighbor effect of welfare finance that occurred among local governments. Specifically, this study has two research themes. The first theme is to capture the neighborhood effect of welfare finance. And the second theme is to analyze neighborhood effect type. This study analyzes whether neighborhood effects occurs among local governments in the welfare policy by using proportion of welfare policy budget. Looking at the methodology, the study of 'capturing the neighbor effect' was analyzed through Moran's I analysis, and the study of 'analysis of the type of neighbor effect' was analyzed using LISA analysis and the Cluster Map. The budget data of the local government used in this research is from 2003 to 2014. As a result of the study, it was found that the neighbor effect of welfare finance among local governments was continuously and strongly occurring. In the neighborhood effect type analysis, the type of cohesion among neighboring governments was mainly detected in the direction in which the weight of the welfare budget decreased. This study is expected to broaden the view of local finance research. In addition, it will also have special meaning in the field of local government research as a study analyzing intergovernmental relations through neighborhood effects.
