중국의 대유럽 투자와 유럽의 정책대응

주요 글로벌 투자국인 중국의 대EU 투자는 유럽 재정위기 기간 중 급증하여 EU의 핵심 투자국으로 부상하였으나, 최근 들어 감소 추세를 보이고 있다. 한편 중국의 대EU 투자가 증가하면서 EU 내에서는 우려를 나타냄과 동시에 개별 기업 및 EU 산업에 대한 부정적 효과를 분석해야 할 필요성이 제기되었다. 세계 최대 경제권인 EU는 세계 최고 수준의 자본 및 기술을 보유하고 있으며, 중국의 고성장 과정에서 가장 중요한 경제협력 파트너였다. 이에 본 연구는 중국의 대유럽 투자 현황과 함께 대유럽 투자 및 M&A의 특징, 양측간 주요 정책현안 및 EU의 정책 대응을 살펴보고, 향후 EU의 대중국 투자정책 방향과 중국의 대유럽 투자전략을 전망함은 물론 한국에 대한 시사점을 도출하는 데 그 목적이 있다. 본 연구는 EU 역내 M&A 시장과 중국의 M&A 투자 확대의 특징을 분석함으로써 한국에 대한 시사점을 도출한다는 측면에서 선행연구와의 차별성을 기하고 있다. 특히 본 연구는 홍콩 등을 경유하거나 이미 유럽 현지에 진출해 있는 중국기업의 자회사 등을 경유하는 M&A 통계를 측정하여 기존 분석과 더욱 차별화하였다. 지금까지 대표적인 국제투자 컨설팅사에서 수행한 중국의 해외 M&A 관련 분석은 데이터의 한계로 중국기업의 직접적인 M&A 현황에 국한되었다. 이에 본 연구에서는 직접적인 M&A와 경유 M&A의 특징을 구분하여 분석하였는데, 그동안 추측에만 그쳤던 제3국 경유 M&A를 포함함으로써 중국의 대유럽 M&A를 보다 실체에 가깝게 조명하여 선행연구와의 차별성을 더욱 분명히 하였다. …

China’s investment in the European Union (EU) increased significantly during the European financial crisis, but has been on the decline in recent years. The surge of Chinese investment has raised concerns and demands for analysis on its negative effects on the EU companies and industries. The largest economy in the world, with an advanced capital market and technology, the EU has been China’s most important economic partner in the course of the latter’s rapid growth. In this context, the present study aims to analyze main characteristics of Chinese investment and M&A in Europe, major policy issues between the two sides, the EU’s policy responses, and prospects of Chinese future investment in Europe, going on to draw important lessons for Korea. This study differentiates itself from prior research in that implications are produced for Korea by analyzing main characteristics of the EU’s M&A market and China’s investment. This study further distinguishes itself through its use of primary data to capture indirect Chinese M&As via third countries (e.g. Hong Kong) or Chinese subsidiaries already established in Europe. Until now, existing studies were only able to analyze direct M&As from mainland China due to limitations of available data. Thanks to the new approach, the study presents a more complete picture of Chinese M&A in Europe and captures distinctive features of the two types of M&A. …
