민주주의는 19세기 영국의 차티스트 운동을 기점으로 유럽에서 시작되어 전 세계로 확산되기 시작하였다. 2차 대전 직후 민주주의는 한국을 포함한 구식민지 국가들에게 확산되었다. 냉전 시기 동안 민주주의는 자유민주주의와 인민민주주의의 대결국면을 맞았다. 결과는 사회주의의 몰락과 자유민주주의의 승리였다. 후쿠야마는 자유민주주의의 승리를 역사의 종말이라고 환호하였다. 이후 자유민주주의는 신자유주의로 변화해갔다. 그러나 2008 미국발 금융위기는 신자유주의의 한계를 드러내기 시작했다. 2010년대 우리는 아랍과 북아프리카에서 민주주의의 제 3의 물결 ‘쟈스민 혁명’을 목격하였다. 역사 속에 민주주의는 전 세계로 확산되어간다. 그리고 민주주의의 의미와 제도 또한 변화되어 가고 있다. 민주주의는 이제 인류의 보편적 가치가 되었다. 20-21세기 민주주의가 보편화되는 과정에서 민주주의는 그 비판력을 많이 상실하였다. 브론너의 지적처럼 ‘민주주의가 모든 문제들의 해결책이 됨에 따라 그 비판적 특성과 기능은 상실되었다.’ 이는 민주주의 개념의 외연적 확장에 따른 민주주의 개념의 내포, 즉 민주주의 개념의 모호화로 드러나고 있다. 민주주의의 외연이 확장되면서 그 내포가 추상화되었다. 이러한 정치적 상황에서, 우리는 니체의 거리낌 없고 솔직한 민주주의 비판에 정치철학적 관심을 가질 필요가 있다. 본 논문에서 필자는 민주주의의 핵심적 이념인 자유, 평등, 박애에 대한 니체의 비판을 분석하고, 그 의의와 한계를 서술하였다. 니체의 정치철학에 대한 해석은 여전히 논쟁적이다. 이는 니체의 가장 중요한 철학적 개념인 힘에의 의지에 대한 해석의 차이에서 비롯된다고 필자는 판단한다. 필자는 니체철학에 대한 다양한 정치철학적 해석을 비교, 분석하였다. 이 과정에서 필자는 각각의 해석이 갖는 장단점이 자연스럽게 드러나게 논문을 서술하였다. 우리는 이 과정을 통하여 니체 정치철학의 공헌은 계승, 발전시키고, 그 한계는 시대의 정치적 맥락에 맞추어 극복해나가야 할 것이다. 이러한 학문적 노력을 달성하기 위해서는 먼저 니체철학에 대한 엄밀한 정치철학적 독해를 해야 한다. 본 논문이 니체 정치철학 연구과 현대민주주의 연구에 일조하기를 기대한다.
Democracy has developed in Western Europe, and it prevailed in this world, as English Chartist Movement started. After very end of World War Ⅱ, democracy has begun to spreaded over the colonial countries, including Korean democratic republic. Liberal Democracy has confronted to people's democracy in the era of cold war. And the socialist countries has fallen down. The latter has been defeated by the former. F. Fukuyama has declared the victory of liberal democracy as the end of history. Liberal democracy has been transforming to neo-liberalism. But financial crisis of USA in 2008 has revealed the limit of neo-liberalism. In first decade of 21C, we have observed the Jasmin Revolution in the middle east and north-african countries. The political meanings and institutional forms of democracy has been changing, as democracy has been developing in the whole world. Democracy became a universal value of mankind nowadays. By the way, democracy has lost the critical meaning in the course of its universalization. As S. E. Bronner pointed out, democracy has lost its critical character and function, as it becomes cure-all for political problems. It proved to be obscuration and abstraction of democracy, as long as the concept of democracy has been extended. It is worthy of listening to Nietzsche's unreserved critique of democracy. In this paper Nietzsche's critique of liberty, equality and fraternity has been critically analyzed. The meanings and limits of Nietzsche's critique of democracy are described. The desirable Interpretation of Nietzsche's political philosophy is disputable till today. It results from the difference of interpretation of will to power, which is Nietzsche's most important philosophical concept. I tried to compare, and to analyze various interpretations of will to power. In this way, I do philosophical endeavors to clarify the merits and faults of each interpretation. Nietzsche's philosophical contributions should be succeeded, on the contrary, his limits should be overcome. First of all, the political interpretation of Nietzsche's philosophy should be done to approach this goal.
