4차 산업혁명 시대 무역원활화 제고를 위한 싱글윈도우 개선방안 및 시사점

‘기술간 융합’을 특징으로 하는 4차 산업혁명은 수출입 물품의 품목간 경계를 허물고 있다. 이로 인해 품목분류에 따라 이뤄지는 수출입 통관절차에서 기업은 큰 부담을 떠안게 되었다. 통관절차에서 품목분류는 관세 적용뿐만 아니라 수출입 관련 인허가 대상인지의 판단 기준이기도 하지만 관련된 정부 부처간에도 품목분류에 대한 의견이 다른 경우가 많다. 품목분류 통일을 위한 국내외 노력이 이어지고는 있지만 4차 산업혁명의 속도를 따라가기에 역부족이다. 이러한 이유로 기업은 수출입 통관 시기에 맞는 명확한 법 적용 기준을 알기 어렵다. 수출입 통관에 관여하는 여러 정부 기관 중 어느 기관에서, 언제, 어떤 업무를 하는지 기업이 파악하기가 쉽지 않아 통관 시간은 길어지고, 비용은 늘어나는 결과를 초래한다. 이처럼 4차 산업혁명 시대에 통관절차를 밟아야 하는 수출입 기업의 비용은 증가 일로에 있다. 이 연구는 통관절차에서 늘어난 기업의 법 준수 비용을 싱글윈도우를 통해 합리화하는 방안을 찾고자 시작됐다. 싱글윈도우는 무역 관련 모든 법적 요구 절차를 하나의 제출처(One Submission)에서 처리하도록 간소화하는 시스템이다. 우리나라 관세청도 세관에 대한 ‘수출입신고’와 수출입 법령의 요구 조건을 이행했는지 확인하는 ‘요건확인’ 절차를 단일 창구에서 처리하는 싱글윈도우, ‘통관단일창구’를 2006년 도입했다. 이 연구의 목적은 통관단일창구가 4차 산업혁명 시대에 증가한 통관절차를 간소화하여 기업의 법 준수 비용을 경감할 수 있는지 현황을 분석하고, 개선방안과 시사점을 모색하는 것이다. 이 연구는 총 5개의 장으로 구성되어 있다. 제1장에서는 연구 배경과 목적, 연구방법론과 연구의 구성을 설명한다. 제2장에서는 정부 부처간 정보공유에 대한 선행연구와 싱글윈도우의 개념, 해외 도입 현황과 사례를 살핀다. 제3장에서는 통관단일창구의 절차 단일화 현황을 기술, 조직, 제도적인 측면에서 분석하고 평가한다. 제4장은 4차 산업혁명 시대에 통관절차의 통합과 단일화가 필요한 이유를 정리하고, 미국 싱글윈도우의 절차 통합사례를 통해 절차 통합의 방향성을 확인한다. 제5장에서는 연구 결과를 요약하고 시사점과 정책적 제언을 담아 결론을 도출했다. 세부적인 내용을 살펴보면 다음과 같다.…

The 4th Industrial Revolution, characterized by convergence of technologies, blurs the boundaries of the product classification by which import and export regulations are applied. This imposes more burden on firms’ compliance with the import and export customs procedures. In customs procedures, the product classification is a key criterion for determining whether they are subject to import/export regulations or customs tariffs. Still, there are often differences of opinion on item classification among related government agencies. Efforts at home and abroad to harmonize product classification are continuing, but not fast enough to keep up with the pace of the 4th Industrial Revolution. For this reason, the applicable regulations for import and export products are rarely predictable for companies. Companies often get lost about which government agency they should contact, when, and what kind of work they should complete. Customs clearance is being delayed, and costs are increasing. In the 4th Industrial Revolution era, the cost of customs procedures for import and export companies is soaring as such. This study explores ways to rationalize firms’ compliance costs with a single window for customs procedures. Single Window is a system that simplifies the processes of completing all trade-related legal requirements in one submission. The Korea Customs Service (KCS) also introduced a “Customs Clearance Single Window” in 2006 to unify the requirement verification procedure to check firms’ compliance with import and export regulations and the import and export declaration procedure of customs. This study aims to analyze the status of efforts to simplify customs procedures with the Customs Clearance Single Window (CCSW), and seek improvement measures and implications for Single Window in the era of the 4th Industrial Revolution.…
