자치분권 2.0시대에 세종형 풀뿌리 주민자치 제도화 방향 모색

Seeking the Direction of Sejong-type Grassroots Resident Autonomy Institutionalization in the 2.0 Era of Autonomy and Decentralization

본 연구의 목적은 자치분권 2.0시대에 대비해 세종시 주민자치회의 현황 및 역량을 진단하여 공동생산의 관점에서 세종형 주민자치회의 제도화 방향을 모색하는데 있다. 이를 위하여 세종시의 주민자치회 현황 분석과 함께, 설문조사를 통해 주민자치회에 대한 전반적 역량진단을 진행하였다. 그리고 주민자치회 위원, 전문가 대상 FGI를 병행하여 진행했으며 분석결과를 토대로 따라 크게 4가지 측면(행정의 혁신, 주민자치회의 대표성 및 역량강화, 민관협치제도의 확대, 그리고 주민자치회의 재정적 자립성의 영역)에서 방향성을 도출하였다. 4가지 영역의 방향성은 공동생산(co-production)의 관점에서 바라볼 수 있으며 향후 자치분권 2.0시기를 대비한 풀뿌리 주민자치 제도화 생태계 모형을 도출하였다. 그리고 각기 영역별 논의를 구체화하여 제도화 방향의 모색을 위한 정책제언을 하였다.

The purpose of this study is to examine the current status and capabilities of the Sejong City Residents' Association in preparation for the 2.0 Era of Decentralization of Autonomy and to seek institutionalization of the Sejong-type Residents' Association from the point of view of co-production. Along with an analysis of the current status of the Residents' Association in Sejong City, a survey was conducted to assess the overall capacity of the Residents' Association. In addition, FGI for residents' association members and experts was conducted, and the results of FGI present the four major aspects as administrative innovation, representativeness and capacity enhancement of the residents' association, expansion of the public-private partnership system, and the area of financial independence of the residents' association. Based on above aspects, this study indicates the direction of co-production, and a grassroots resident autonomy by institutionalized model In addition, policy recommendations were made to find out the direction of institutionalization by specifying discussions for each area.
