성향점수매칭 방법을 활용한 형제복지원 수용자의 장기적 누적 피해 추정

Estimation of the Long-term Cumulative Damages to the Inmates of Hyeongje-Welfare Institution: An Application of Propensity Score Matching Analysis

본 연구의 목적은 형제복지원 수용 경험이 수용 기간 및 퇴소 이후의 삶에 미친 장기적 누적피해를 파악하는 것이다. 이를 위해 형제복지원 피해자 149명을 대상으로 수용기간의 피해 경험과 현재의 생활실태에 대한 조사를 진행하였다. 장기적 누적 피해 추정에는 성향점수매칭 방법을 활용하였으며, 한국복지패널 2-15차년도 신규참여자 4,697명의 자료를 활용하여 피해자의 입소전 특성과 유사한 비교집단을 구성한 후, 두 집단의 신체⋅정서⋅사회⋅경제적 특성을 비교하였다. 연구결과 대부분의 피해자가 아동청소년 시기에 형제복지원에 강제 수용되었으며, 수용기간 동안 신체학대, 성학대, 강제노역 등을 경험한 것으로 나타났다. 퇴소 후에는 가족과 헤어지거나, 학업이 중단된 경우가 많았으며, 강제 수용으로 인한 피해는 신체⋅정서⋅사회⋅경제 모든 측면에서 지금까지 지속되고 있었다. 본 연구는 이러한 연구결과를 토대로 피해자에 대한 손해배상과 심리적⋅경제적 지원, 피해자 지원기관 구축을 제안하였다.

The purpose of this study is to estimate the long-term cumulative damage of residency in the Hyeongje-Welfare Institution on inmates’ later life. To this end, a survey was conducted on 149 victims of the Hyeongje-Welfare Institution on their negative experiences in the institution and their current conditions. Long-term cumulative damage was estimated by comparing the inmates of Hyeongje-Welfare Institution with a comparison group with similar characteristics. A comparison group was matched from the Korea Welfare Panel Study by using the propensity score matching method. It was confirmed that most of the victims were forcibly taken to the Hyeongje-Welfare Institution and experienced abuse and forced labor. After discharge, a number of people were separated from their family and stopped education. These experiences had a negative impact on their later life, and it was confirmed that they were particularly vulnerable in psychological and economic aspects compared to the comparison group. Based on the findings, this study proposes compensation for damages, psychological and economic support, and establishment of victim support organizations.
