The fishing village of Korea is in danger of extinction due to the aging population and the continued decrease in the number of fishermen. As a response to this, prior data on Korea Important Fisheries Heritage System(KIFHS), fishing village tourism and the living population which is a new concept of population were analyzed. In addition, by looking at the case of converting the domestic and foreign heritage systems into tourism resources, it was intended to propose a plan to revitalize the living population of the fishing village by playing a central role in forming a unique culture of the fishing villages. The author suggested three ways to revitalize fishing villages, including enhancing the unique value of KIFHS and actively utilizing KIFHS as tourism resources, and converting fishing villages to accommodation-type tourist attractions. As a way to revitalize fishing villages, direct population inflow policies are needed, but it is necessary to actively seek to expand the living population as well as tourism resource by combining environmental conservation, KIFHS, etc. As of January 1, 2023, when the Living Population System, a new concept of population, is implemented in fishing villages, the author proposed the local governments proposed a policy to create unique cultural space for each fishing village to promote tourism resources.
