제주지역 렌터카정책의 변동과정 분석

다중흐름모형의 적용

Due to the continuous increase in population and in domestic and foreign tourists, the number of cars, including rental cars, surged on Jeju Island. A large portion of tourists use rental cars as a means of transportation. The number of rental cars in Jeju increased rapidly from 10,808 in 2008 to 29,800 in 2021. As a result, Jeju Special Self-Governing Province implemented policies to reduce the number of cars and stifle the increase by reducing the total number of taxis and rental vehicles, and reorganizing the public transportation system. This study aims to analyze the process of change in the Rental-car policy in Jeju Island using Kingdon's multiple streams framework to analyze the fluctuation process between 2007 and 2021. As a result of the analysis, political stream accounted for a relatively large proportion of the problem stream, policy stream, and political stream. Policy innovators played an essential role in the policy-making process. Although the governmental departments in charge of rental car policy in the political stream was disadvantageous to the development of policy alternatives, it succeeded in evolving policy alternatives into policy agendas through organized political force.
