빅데이터에 기반한 공적개발원조에 관한 연구

A Study on Official Development Assistance based on Big Data

우리나라는 경제적으로 열악한 개발도상국을 위한 이른바 양허적 성격의 해외 공적개발원조(ODA) 사업에 적극 참여하고 있다. 이와 관련하여 본 연구는 OECD의 ‘빅데이터에 기반한 ODA’와 관련한 ‘ICT 부문의 한국형 ODA 모델’ 하에서, 다양한 빅데이터에 기반하여 구축된 우리나라 상권정보시스템의 구축 및 활용 경험을 ODA 수원국의 정보분석 서비스 시스템 구축에 활용하는 방안을 제시하였다. 이를 통해 본고에서는 ICT 분야 신사업의 개발 및 부가가치의 확대가 수원국의 저소득층 지원 및 신흥 개발도상국으로의 성장할 수 있는 기회로서, 그리고 산업 경쟁력을 제고하는 유용한 기회로서, 데이터 구축 및 분석 ODA 사업의 유용성 등을 확인하고, 그 하나의 사례로 우리나라 상권분석시스템의 구축 및 활용 경험이 ODA 지원사업을 통해 중앙아시아 키르기스스탄의 관광사업의 부가가치를 높이는 대안이 될 수 있음을 제안하고, 이를 위한 시스템 구축의 가능성 등을 검토하였다.

Korea(R.O.K) is actively participating in the so-called concessional Overseas Official Development Assistance (ODA) project for developing countries. In this regard, this study examines the experience of constructing and utilizing Korea's commercial district information system based on various big data, and checks the experience under the 'Korean ODA model in the ICT sector' related to the 'ODA based on big data' of the OECD. Through this, this study emphasizes that the development of new ICT businesses and the expansion of added value are an opportunity to support the low-income class in recipient countries and to grow into emerging and developing countries, and also suggests that it can be a useful opportunity to enhance competitiveness. As an example for this, it examines the possibility of establishing a system for providing various information that can increase the added value of the tourism business in Kyrgyzstan.
