직업재활시설 장애인근로자 전환지원 활성화 방안

Activation Strategy of the Labor Market Transition Support Project for Workers with Disabilities in Vocational Rehabilitation Facilities

이 연구는 직업재활시설 장애인근로자의 전이를 지원하고 저임금 문제를 해소하기 위해 2020년부터 실시되고 있는 근로장애인 전환지원사업의 현황을 살펴보고 실태조사 및 전문가 인터뷰를 통해전환지원 사업의 활성화 방안을 제시하였다. 202개소 사업참여 기관을 대상으로 설문조사를 실시하고, 사업참여·미참여·중단 직업재활시설 관계자 10명과 한국장애인고용공단 4명을 대상으로 FGI를 실시했다. 연구결과, 사업참여의 동기는 훈련 수당을 통한 임금보전 목적이 가장 컸으며, 최저임금 이상사업체로 전환 지원, 그리고 실습 및 취업지원 프로그램 활용도 중요한 것으로 분석되었다. 사업 참여경로는 전환지원사업 담당자의 권유가 가장 많았고, 사업 중단의 이유는 지사별 예산 부족이 컸으며, 참여하지 않는 기관들은 사업에 대한 정보와 이해가 부족한 경우가 많았다. 전환지원 사업에 대한만족 정도를 살펴보면 사업에 참여하는 대다수의 시설과 이용자의 경우 사업전반, 프로그램 전반에대해 만족하는 것으로 나타났고, 전환지원 사업 참여 프로그램 만족도와 효과성 또한 높은 것으로조사되었다. 전환지원 사업 중 가장 개선되어야 할 사항으로는 지원금, 참여기간 등 이었다. 이러한연구 결과를 바탕으로 직업재활시설 저임금근로자 전환지원사업 활성화를 위한 방안을 제언하였다.

The labor market transition support project for workers with disabilities is to solve the problem of low wages of workers with disabilities and to support them for transition from vocational rehabilitation facilities(VRF) to other workplace with better working condition, since 2020. This study looked at the current status of the project for workers with disabilities and suggested ways to activation strategy of the project. The result of research is as follow. The majority of the project participants used the project through the recommendation of the managers of KEAD. However, it was found that VRFs did not participate in the project due to lack of understanding of the project. The main reason for participating the project is that the participants can receive the training allowance able to compensate for the lack of wages and also it helps providing job search opportunities and moving to a job that guarantees the minimum wages. When looking at the degree of satisfaction with the conversion support project, the majority of participating companies and users were satisfied with the project and program, and the satisfaction and effectiveness of the conversion support project participation program were also high. Based on the results of this study, we suggested activation strategies of the labor market transition support project for workers with disabilities in VRFs.
