증오 범죄의 원인과 대책

Causes and Countermeasures on the Hate Crime

증오 범죄는 개인적인 범죄가 아니라 사회적 문제로 봐야 하고, 사회적 통합 가치 규범을 벗어난 반사회적 행동을 할 수 있는 사람에대해서는 예방체계를 구축하여 수용체계를 갖추도록 해야 한다. 특히 비극적 증오 범죄를 줄이기 위해서는 사회와 정부가 양극화 해소를 위해 적극나서야 하고, 가정과 학교, 사회와 연계된 인성교육이 이뤄져야 하며 사회보장제도 등 사회안전망을 구축하는 정책이마련돼야 한다. 아울러 좋은 정책을 펴기 위해서는 편법보다 원칙이 더 잘되는 사회, 그리고 강자가 약자를 배려하는 사회로의 전환이필요하다.
