Unification Policy of ROK and Regional Cooperation and Peace: A Comparative Review of Unification Policy in West Germany

한국의 역대 정부는 다양한 구상과 원칙들을 제시하며, 북한과 협력을 시도했었고 일부 합의를 끌어냈다. 하지만 그 합의들이 큰 진전을 보인 경우는 거의 없었다. 그러한 결과를 가져온 데에는 여러 가지 이유가 있을 수 있겠지만, 그 합의들이 제도화되지 않았던 데 이유가 있다. 이제는 수사적이고 추상적인 원칙의 나열보다는 기존의 합의를 실천해나갈 수 있도록 남북 모두가 제도화를 위한 노력을 해야 할 때다. 이에 본 글은 기존의 정책을 검토함으로써, 남북한 관계 개선과 동북아 지역 협력을 연계시켜서 협력을 제도화하는 방안의 기본 골자를 제시하고자 한다. 물론 역사적, 문화적 요인으로 인해 ‘지역 협력의 제도화’ 수준이 낮은 상태에 머물러 있었던 동아시아 지역에서 그러한 시도가 쉽지는 않다고 볼 수도 있다. 하지만 팬데믹 상황 이후 위협의 영역을 새롭게 인식함으로써 협력의 필요성이 제기되고 있는 상황에서 한국이 지역 협력을 이끌고, 그 지역 협력이 제도화되면, 그 제도화된 지역협력의 틀 내에서 남북한 문제도 해결되고 통일의 돌파구도 마련될 수 있다는 구상을 생각해 볼 수 있을 것이다. 이를 위해 본 글에서는 서독의 통일 정책과 유럽의 지역 협력과 평화 조건을 살펴보고, 그에 따라 한국의 정권별 통일 정책을 검토하고, 남북한 관계 개선에 초점을 맞춘 정책에 그치는 경우와 국제적 협력까지 확대해 수립되어 진행된 정책을 비교·검토한다.

South Korea's previous governments have tried to improve relations with North Korea, presenting various ideas and principles for cooperation, and have drawn some agreements. But There is little progress in implementing those agreements. There may be several reasons for bringing about such results, but there are reasons why the agreements were not institutionalized. It is time for both South and North Korea to make efforts for institutionalization so that they can implement existing agreements rather than listing rhetorical and abstract principles. Therefore, this article aims to present a basic framework for institutionalizing cooperation by linking the improvement of inter-Korean relations and regional cooperation in Northeast Asia by reviewing previous policies. Of course, such attempts may not be easy in East Asia, where the level of ‘institutionalization of regional cooperation’ remained low due to historical and cultural factors. However, if South Korea leads regional cooperation and institutionalizes regional cooperation by recognizing new areas of threat after the pandemic, the idea can be considered that inter-Korean issues and unification breakthroughs can be achieved within the institutionalized regional cooperation framework. To this end, this article examines the unification policy of West Germany and the conditions of European regional cooperation, reviews the unification policy by regime, and compares and reviews policies established by expanding international cooperation.
