문화와 지속가능한 발전의 상호 연계와 한계

Integrating Culture in Sustainable Development and Its Limitations

국가 간의 관계에서 문화교류는 끊임없이 있어왔지만 ‘성장’과 ‘건설’에 초점이 맞춰진 발전 과정에서 개별국가의 문화적 고유성과 다양성은 충분히 고려되지 못했다. 그러나 1990년대 이후 국제사회는 문화가 인간개발의 핵심요소이자 지속가능한 발전을 가능하게 하는 핵심 동인임을 선언하고 있으며, 문화가 발전 패러다임 ‘안’으로 들어와야 한다는 합의가 형성되기 시작하였다. 특히 문화다양성협약은 문화와 지속가능한 발전의 상관성을 권리와 의무로 규정한 최초의 국제규약이다. 이 글은 국제사회에서 문화가 개발의 원천이자 지속가능한 발전의 핵심 요소라는 공감대와 합의가 규범적으로 수용된 것은 중요한 성과이나 유엔 차원의 지속가능한 발전 담론에서 중요한 위치를 차지하지 못했음을 주장한다. 이러한 한계에도 이 글은 문화의 다양성을 존중하는 것이 각기 문화권에서 적합한 발전 모델을 찾아내는 것을 허용한다는 측면에서도 매우 중요함을 지적한다.

Cultural exchange has continued in international relations, but the prevail process of development which is focused on growth and construction has neglected and paid no attention to each country’s cultural originality and diversity. Nevertheless, since the 1990s international society has proclaimed that culture is an essential component of human development and a driver of sustainable development. With this, there is a consensus that culture has to be brought to the paradigm of development. In particular, Convention on the Protection and Promotion of the Diversity of Cultural Expressions is the international covenant that placed the links between culture and sustainable development at the heart of the rights and obligations of Parties. This article argues that although a consensus that culture is an essential component of sustainable development is a significant achievement, culture dost not take a leading place in the discourse of the UN’s sustainable development. In spite of this limitation, it is important to respect cultural diversity allowing to find out a relevant development model suited for each cultural area.
