Meaning and Implications of DPRK's Long-Term Development Initiative in the Kim Jong-un Era

북한은 김정은 집권 이후 인민대중제일주의를 통치전략으로 제시하면서 당-국가체제를 정비하는 등 정치의 제도화를 추진하고 있다. 그리고 사회주의 법치국가론을 내세워 각종 법안과 규율, 규제를 제도화하고 경제 활동을 비롯한 사회 전 부문에서 이를 준수하도록 하면서 하나의 주요한 통치방식으로 활용하고 있다. 이러한 배경 속에서 북한은 2019년경부터 ‘사회주의의 전면적, 균형적 발전’을 언급하고 이를 통해 부흥강국을 실현하겠다는 장기적인 국가 발전 구상을 밝히고 있다. 북한이 제시하는 전면적, 균형적 발전이란 모든 분야, 모든 지역, 인민경제 모든 부문이 동시적이고 균형적으로 발전하는 것을 의미한다. 김정은 집권 이후 추진해온 경제 정책을 지속하면서, 새로운 경제발전 5개년 계획의 성과를 전제로 향후 15년 안팎에 사회주의 강국을 실현하고 동시에 30년 기한부로 건설의 대번영기를 열겠다고 밝히고 있다. 이러한 구상의 중심에는 균형 발전이 놓여 있으며, 중장기 계획으로 발표한 시, 군강화 사업과 농촌발전전략으로 구체화되고 있다. 그러나 경제에 투입할 수 있는 재원의 총량을 키우지 못하면서 장기 계획과 단기 과제 모두에서 성과를 낼 것을 요구한다면 성장 동력을 확보하는 데에는 한계가 발생할 수밖에 없다. 그러므로 이러한 장기 구상을 성과적으로 실현하기 위해서는 단기적 성과와 중장기적 발전 능력의 확보를 위한 투자 사업이 상충되지 않도록 조정해 나갈 수 있는 북한 당국의 종합적인 방안 수립과 실행 능력이 중요하다.

After Kim Jong-un came to power, North Korea has been institutionalizing politics while reorganizing the party-state system while presenting the people-first principle as its governing strategy. In addition, various laws, and regulations are institutionalized under the socialist constitutional state and they are being used as a major method of governance while observing them. North Korea has mentioned the full and balanced development of socialism since around 2019, revealing its long-term initiatives related to national development. The overall and balanced development presented by North Korea means that all fields, all regions, and all sectors of the people's economy develop simultaneously and in a balanced manner. Specifically, it announced that it would realize a socialist powerhouse in the next 15 years or so on the premise of the achievement of the new five-year economic development plan, and at the same time, it would open a period of great prosperity for construction with a 30-year deadline. Balanced development lies at the center of this initiative, which is embodied in the city and county reinforcement projects and rural development strategies presented as mid- to long-term plans. However, if the government fails to increase the total amount of resources it can inject into the economy and demands that it produce results in both long-term and short-term tasks, there will be limits to securing growth engines. Therefore, in order for such a long-term plan to be realized successfully, it is important for the North Korean authorities to establish and implement comprehensive measures to adjust investment projects to secure short-term performance and mid- to long-term development capabilities.
