화신(和珅)과 건륭(乾隆)황제의 관계로 보는 청대의 부패양상

청대 중기의 화신(和珅)은 능력 있는 관료로서 행정과 정치 능력에서 매우 빼어난 능력을 보였지만, 30살 이후 본격적으로 탐관의 길을 걸어 결국 역사상 가장 대표적인 탐관으로 이름을 남겼다. 그의 부패행위는 역대 중국왕조에서 일상적인 부패가 이루어지는 사회 정치적 환경과 매우 이질적인 경향을 보인다. 그가 살던 시기는 중국 역대 황제 중 가장 태평성대를 이룬 건륭제 통치 시기였기 때문이다. 이시요(李侍堯) 사건을 처리하면서 그의 본격적인 부정축재가 시작되었으며, 청렴한 관리에서 부패한 관리로의 변화는 매우 빨랐다. 화신은 직급이 높아지면서 일곱 가지의 방법을 써서 재산도 불어났다. 그는 황제가 원하는 능력을 갖추고, 황제의 기분을 적시에 맞추어 더욱 신임을 받았기 때문에 황제는 이해할 수 없을 정도로 화신의 부정축재를 눈감아 주고 비호하였다. 그리고 건륭(乾隆)황제가 강남에 내려갈 때마다 매우 사치스러운 행차를 치르느라 큰돈이 필요했기 때문에 그 폐해가 막심하였다. 그래서 화신은 황제의 개인적 욕망을 위한 별도의 예산 마련을 위해 의죄은(議罪銀)이라는 변태적인 축재 방법을 창안하여, 거기서 생기는 수입을 건륭제가 사적으로 쓸 수 있도록 하였다. 그러나 건륭제가 죽고 나자 가경(嘉慶) 황제는 즉시 그를 자살하도록 하였으며, 이후 화신의 재산 규모는 초미의 관심사가 되었다. 자료에 따라 2억에서 8억 냥 정도로 추정되는데 정확한 규모는 알 수가 없다. 가경제는 화신을 처단함으로써 정치적 이익을 얻을 수 있었다. 하지만 그럼에도 불구하고 화신의 부패 사건은 청나라가 중기에 접어들면서 본격적으로 쇠락해가는 제국을 상징하는 사건으로 보아도 무방할 것이다. 그는 확실히 자신의 빼어난 능력 때문에 스스로 죽음을 재촉한 감이 없지 않다.

Heshen(和珅) is considered the most corrupt high official in Chinese history. He is a very unusual case, because his time was reign of peace, and the emperor was also an Emperor Qianlong(乾隆), considered a very distinguished monarch. He dealt with the LiShiyao(李侍堯) case, his unfair harvesting has begun, and the transition from clean official to corrupt official was very quickly. As Heshen's rank rose, his wealth also increased by using seven methods. The emperor overlooked and protected Heshen's fraudulent harvest because he was more trusted by the emperor with the ability he wanted and by matching the emperor's mood in a timely manner. And the harm was severe because it took a lot of money to go on a very luxurious trip whenever Emperor Qianlong went down to Jiangnan(江南). So Heshen created a system for discussing crimes(議罪銀) and allowed Emperor Qianlong to use the income generated from it privately. However, when Emperor Jiaqing(嘉慶) immediately made him commit suicide after the death of Emperor Qianlong, the size of Heshen's property became a matter of keen interest. Depending on the data, it is estimated to be 200 to 800 million silver liang(銀兩), but the exact amount is beyond investigation. Imperial Jiaqing was able to gain political advantage by punishing Heshen. Nevertheless, Heshen's corruption case can be seen as a symbol of the Qing(淸) Dynasty is going into decline. He certainly seems to have rushed his own death because of his outstanding ability.
