기후위기 대응을 위한 바람직한 정책과 제도

Desirable policies and systems in the climate crisis Era: Finding the solution from biblical principles

이제 기후위기문제는 인류의 생존과 직결되는 중요한 문제가 되었다. 본고에서는 먼저 기후관련 정책과 제도를 국제적인 관점과 국내적 관점으로 나누어 그 동안 어떻게 정책과 제도로 구현되었는지 검토하였다. 현재의 기후위기 관련 제도와 정책은 기후변화의 심각성을 인식하기보다는 기후변화를 늦추면서 경제성장을 동시에 달성하고자 하는 사고에 기반하고 있다. 지속가능발전이라는 개념은 현재 세대의 필요를 충족시키기 위하여 미래 세대가 사용할 경제‧사회‧환경 등의 자원을 낭비하거나 여건을 저하시키지 아니하고 서로 조화와 균형을 이루고자 하는 데서 출발하고 있다. 본고는 위와 같은 전제는 현재의 기후위기에 적절하지 않다는 비판적 관점에서 현재의 정책과 제도를 보고 있다. 따라서 현재의 기후위기에 대응하는 원리를 성격에서 탐색하여 다섯 가지의 원리를 제시하고 있다. 즉 안식의 원리, 희년의 원리, 만나와 오병이어의 원리, 이삭의 원리, 초대교회의 원리이다. 이 원리는 쉼과 회복, 나눔, 잉여‧낭비의 금지, 희생의 원리이다. 원래의 창조질서를 회복하는 원리로서 지구공동체를 회복시킬 수 있는 공동체적 원리이다.

Nowadays, the climate crisis has become an important issue directly connedted to the survival of mankind. In this paper, climate-related policies and laws were divided into domestic and international viewpoint and examined how they were implemented through them. The current crisis-related systems and policies are based on the idea of delaying the climate change and achieving economic growth at the same time, rather than recognizing the seriousness of climate change. The concept of sustainable development starts from trying to achieve harmony and balance with each other without wasting resources and reducing conditions, such as economic, social, and environment, which future generations will use in order to meet the needs of the present generation. This paper approaches to the current policies and laws from a critical point of view that the above premise is not appropriate for the current climate crisis. Therefore, this paper suggested five principles after exploring the principles to cope with the current climate crisis. That is, the principle of rest, the principle of jubilee, the principle of manna and the principle of five piece of bread and two fishes, the principle of ear of grain, and the principle of the early church. Such principles are the one of rest, recovery, sharing, prohibition of waste, and sacrifice. The principles make it possible to restore the original creation order. It is a community principle that can restore the global community.
