통합교육 환경에서 교사들이 인식한 장애학생의 장애유형별 ‘정당한 편의 제공’ 현황과 지원 요구

The Status and Support Needs of Reasonable Accommodations according to Disability Types in Inclusive Education Environments

연구목적: 본 연구는 통합교육 환경에서 교사들이 인식한 장애학생의 장애유형별 ‘정당한 편의 제공’ 현황과 지원 요구를 분석하여 통합교육 운영을 내실화하기 위한 시사점을 제시하고자 하였다. 연구방법: 통합교육 환경에 배치된 장애학생을 지도한 경험이 있는 특수교사 12명, 일반교사 6명을 대상으로 면담을 진행하고, 면담 내용을 연속적 비교분석법에 따라 분석하였다. 연구결과: 분석 결과 첫째, 통합교육 환경에서 장애학생의 정당한 편의 제공이 불충분한 것으로 인식되었다. 둘째, 통합교육 환경의 정당한 편의 제공 인식 개선, 수업 지원, 특수교육 관련 인적ᐧ물적 지원 강화, 보편적 설계를 반영한 물리적 환경 구축, 안전 및 재난 대비를 위한 지원이 요구된다. 결론: 연구결과에서 도출된 내용을 바탕으로 시사점을 다음과 같이 제시하였다. 첫째, 교육 현장에서 ‘정당한 편의 제공’ 적용 대상 학생의 범위 설정에 대한 논의, ‘정당한 편의 제공’ 판단기준 마련과 지원이 요구된다. 둘째, ‘접근성’, ‘정당한 편의 제공’ 관점을 반영한 법제 및 정책 개선, 부처별 통합, 협력적 정책 추진이 필요하다.

Purpose: This study aimed to explore the implications of internalizing the operation of inclusive education by analyzing the status of reasonable accommodations according to disability types for students with disabilities recognized by teachers in inclusive education environments. Method: Interviews were conducted with twelve special education teachers and six general education teachers who experienced teaching students with disabilities in inclusive education environments. The interview results were analyzed with the constant comparative analysis method. Results: The analysis results were as follows. First, teachers recognized insufficient reasonable accommodations for students with disabilities in the inclusive education environments. Second, improvements in reasonable accommodations awareness in inclusive education environment, class support, the strengthening of special education-related human resource and material support, the construction of physical environments considering universal design, and support for the preparation of safety and disasters were addressed. Conclusion: Based on the data derived from the results, the following implications were proposed. First, it is necessary to discuss how to establish which students are eligible for reasonable accommodations in the education field along with the provision and support for the selection criteria of reasonable accommodations. Second, it is necessary to improve laws and policies in consideration of the viewpoints of accessibility and reasonable accommodations and to promote inclusive and cooperative policies throughout the government ministries in South Korea.
