제4장 스웨덴의 시민교육이 주는 시사점과 한국의 시민교육 방안

The Implications of Swedish Civic Education and Civic Education Plan for South Korea

스웨덴은 민주주의의 기본이념과 복지제도가 가장 이상적으로 구현되고 있는 국가 중 하나로 일컬어진다. 이러한 과정에서 가장 중요한 역할을 한 것 중의 하나가 시민교육이다. 본고에서는 우리나라 시민교육의 현주소를 진단함과 아울러, 다문화 국가의 불리함을 극복하고 성공적 사회통합을 이루어 낸 스웨덴의 시민교육이 주는 시사점을 통해 한국의 시민교육방안을 제시하고자 한다. 본 연구를 위해 논자는 스웨덴 정부 등 각 기관에 탑재되어 있는 시민교육 관련자료, 국내외 논문과 저술, 인터넷 자료, 유관 영상자료 등을 참고하였다. 그리고 문헌분석적 방법 등을 통해 양국가의 시민교육제도를 비교하여 한국의 시민교육을 위한 새로운 패러다임을 제시하였다. 다문화 시대에 부응하는 시민교육 패러다임의 구축을 위해서는 시민교육 체제 전반에 대한 재검토, 지원체계의 구축과 전문화된 프로그램의 개발, 한국사회 적응 프로그램 일변도로부터의 탈피, 그리고 가장 중요한 요소로서 시민들의 자기결정력과 시민교육에 대한 인식의 제고 등이 요구된다.

Sweden is considered as one of the most idealized countries of democracy and welfare system. One of the most important roles in this process is civic education. The aim of this study is to propose a way of educating citizens in Korea through the implications of Sweden 's citizenship education, which is able to overcome the disadvantages of multicultural countries and achieve successful social integration. For the purpose of this study, the authors refered to the citizen education materials, domestic and foreign papers and writings, internet materials, and related image materials which are installed in various institutions such as the government of Sweden. And a literature analysis method to compare the civic education system of both countries and suggest a new paradigm for the citizen education in Korea. In order to build a paradigm of civic education that meets the multicultural era, it is necessary to review the overall civil education system, to build a support system, to develop specialized programs, to break away from the Korean social adaptation program, and as the most important factor, And to raise awareness of civic education.
