Political Participation of the Multitude and Democracy: Significances and Problems

본 연구의 목적은 다중의 정치참여가 대의 민주주의에서 지니는 정치적 의의와 그 발전과제가 무엇인지를 규명하는데 있다. 이를 위하여 다중운동의 사례로서 2016-2017년의 박근혜 대통령 탄핵정국에서 전개된 촛불집회를 중심으로 분석하였다. 그 결과 다중운동의 민주주의적의의는 대의 민주주의 약점의 보완, 시민의 정치적 관심 제고, 제도권 정치의 영향을 배제한 자유토론, 민주적 소통의 수단으로서 SNS의 정치적 역할 등을 지적할 수 있다. 그러나 다른 한편에서 볼 때 다중운동은 적지 않은 발전과제도 드러났는데, 그것은 첫째, 일상적인 공간에서 ‘시민정치(civic politics)’의 활성화에 대한 필요성, 둘째, 다중운동의 주도세력의 의견 수렴의 문제점, 셋째, 주도세력의 이원화와 대립, 넷째, 이념적 분열구조를 극복하지 못한 점, 다섯째, 민주주의 발전과정에 기여할 수 있는 실효적 방안의 모색 등이다. 이처럼 현재의 다중운동은 전통적인 대의제 민주주의 이론에 대한 커다란 도전이자 민주주의를 더욱 발전시키는 중요한 기회를 동시에 제공해주고 있다. 따라서 학문적 차원에서 다중운동과 관련하여 참여민주주의, 숙의민주주의, 파수꾼 민주주의 등 수많은 민주주의 개념과 이론들에 대한 포괄적인 논의를 통하여 한국의 민주주의를 한층 더 진전시킬 수 있도록 이론적 뒷받침을 하여야 할 것이다.

The purpose of this paper is to analyze the significances and problems of the multitude movement. For this purpose I analyzed the candlelight rally in 2016-2017. As a result of this analysis, the significance of multitude movement is the supplementation of weakness in representative democracy, the increase of political attention, the important role of SNS(Social Networking Service). However, on the other hand, the developmental problems of the multitude movement are as follows. In the first, the vitalization of civic politics is needed in daily life. Second, the political opinions of multitude must be well converged. Third, the conflict and confrontation among leading groups should be overcome. And finally, the ideological dividing structure among the multitude movement must be overcome. In conclusion, the present multitude movement is the challenge to the traditional representative democracy and the opportunity of the development to Korean democracy.
