목민심서(牧民心書)에 나타난 지방정치엘리트의 리더십 자질과 역할

본 논문은 다산 정약용의 목민심서를 통해 본 지방정치엘리트들의 리더십 자질과 역할에 관한 연구이다. 목민심서에 나타난 정치엘리트들의 자질과 역할을 분석하는 것은 지방분권과 지방자치를 강화하자는 요구가 높다는 시대적 현실을 반영한다. 다산 선생은 당대의 정치, 사회, 경제 현실의 어려움을 극복하기 위해서는 중앙정치권력이 강화되어야 한다고 주장하였다. 더불어 지방의 일선 정치가 혹은 행정가들이 자신에게 주어진 역할, 즉 위민(爲民), 애민(愛民), 보민(保民)의 역할을 다해야 함을 역설하였다. 목민심서에 의하면, 좋은 행정을 펼치기 위해서 지방정치인들은 평소에 검소와 절약, 청렴의 자질이나 덕목을 지녀야 한다. 이러한 자질과 역할에 충실할 때, 다산 선생이 평생의 역작들을 통해 강조한 바와 같이 모든 백성이 골고루 편안한 삶을 누릴 수 있는 균민(均民)정치가 실현될 수 있는 것이다. 이러한 교훈은 시공간을 넘어 21세기 정치가들에게 주는 큰 울림이라고 하겠다.

This paper explores the leadership qualities and roles of local elite politicians through Dasan Jeong Yak-yong’s Mokminsimseo(牧民心書, The Mind of Governing the People). To analyze the leadership qualities and roles of elite politicians in Mokminsimseo reflects the demand of these days for consolidating decentralization and local autonomy. Dasan asserted that central political power should be strengthened to overcome political, social and economic difficulties. Moreover, he stressed that local politicians and administrators should play their own roles to serve, love and protect people. According to Mokminsimseo, local politicians should be equipped with the qualities of frugality, economy, and integrity to carry out good administration. When they are faithful to these qualities and roles, politics of governing all the people equally can be realized as Dasan emphasized his lifetime writings. These lessons give reverberation to 21st century politicians beyond time and space.
