문재인 정부 보훈정책의 쟁점과 과제

Issues and Tasks of Moon Jae-in Government’s Policies on Patriots and Veterans Affairs

본 연구의 목적은 문재인 정부가 추진하고 있는 보훈정책의 성과와 여기서 파생되고 있는 쟁점과 과제를 살펴보고자 한다. 문재인 정부의 보훈정책은 ‘현장과 사람 중심의 따뜻한 보훈’을 기조로 ‘국민통합에 기여하는 미래지향적 보훈’으로 설정하였다. 집권 3년차인 문재인 정부는 현장 중심의 보훈정책을 설립·추진하고 있다. 한편으로 문재인 정부는 보훈처의 장관급 격상과 보훈예산의 확대, 보훈복지의 강화 및 선양정책의 활성화 등 다양한 보훈정책을 추진하며, 사회통합에 기여하는 성과를 보이고 있는 반면, 다른 한편으로는 보훈처의 국가유공자의 선정기준 완화 및 민주화 유공자 추진과 관련한 논쟁들을 제공하고 있다. 국가의 보훈정책은 사회통합과 국가발전의 중요한 수단이자 도구이다. 보훈정책이 다양한 가치를 내포하고 있는 것도 중요하지만, 민족과 국가를 위한 희생·공헌 가치에 대해 합의된 국민적 공감대도 중요하다. 국민적 공감대를 통해 형성된 보훈의식은 사회 공동체 발전의 원동력이 될 것이다. 따라서 보훈정책은 ‘공적 이성’의 구체적인 실현 과정이 되어야 하며, ‘이념적 프리즘’의 도구로 활용되어서는 안 될 것이다. 보훈정책은 국가발전과 국민통합이라는 ‘합의된 이성’의 공감대 위에서 시작되어야 할 것이다.

This paper aims at examining issues and tasks arising from theresults of policies on patriots and veterans affairs promoted by MoonJae-in government. The government established a ‘future-orientedpatriots and veterans affairs polices contributing to national unity’ onthe basis of ‘warm-hearted remembering and honoring programs witha special focus on actual places and people’. Moon government in its3rd year pushes forward on-site policies on serving patriots andveterans. Diverse policies with favorable results have been carried outincluding the elevation of the head of the Ministry of Patriots andVeterans to a minister level, its budget expansion, reinforcement ofpatriots and veterans’ welfare and vitalization of honoring programs.On the other hand, in spite of social integration effects throughconsolidating actual support systems, easing the selection criteria forpeople of national merit and promoting democratization people of meritby the ministry have caused some controversies. The patriots andveterans policies are both significant means and tools for socialintegration. It is meaningful to reflect various values but it’s alsoimportant to form a national consensus on the values of sacrifices forand contributions to the nation. Spirits to remember and honor patriotsand veterans created through this consensus will be a driving forcefor the development of our social community. Therefore, policies onpatriots and veterans should be implemented as a concrete process for‘public reason’, but not utilized as an instrument of ‘ideological prism’.They should start with a bond of sympathy of ‘consensual reason’ associal and national unity.
