Russo-Ukraine War and Europe’s Responses : Revisiting the EU’s Normative Power and Implications of its Restrictive Measures toward Russia

본 연구는 러시아-우크라이나 전쟁에 있어 유럽의 제재 조치를 분석하고 이에 따른 시사점을 도출하는 데 목적을 둔다. Manner(2002)가 주장한 EU의 규범적 권력(Normative Power)과 Portela(2005)가 적용시킨 EU 제재의 규범적 성향(Normative Characters)을 근거로 제재 조치의 동기를 살펴보았고, 개념틀을 통해 EU의 규범적 권력과 EU의 근린지역에 미치는 영향력을 살펴보았다. EU의 제재는 결국 EU의 규범적 권력을 행사하는 것이 아닌 지역의 평화를 구축하기 위해 기울이는 규범적 성향에 근거해 제재 조치를 시행한 것이다. 따라서 현재 EU의 규범적 권력의 존재에 대해 예측 및 기대는 어렵지만 전쟁의 진행 여부에 따라 차후 검토가 가능할 것으로 생각된다.

This study aims at analyzing the Europe’s restrictive measures toward Russia in order to draw helpful implications. The conceptual framework consists of Manner’s (2002) Normative Power Europe and Portela’s (2005) Normative Characters of the EU’s policies, which are useful for examining the EU’s motives for the sanctions. The Union’s sanctions were eventually caused by the Normative Characters. Even though it is difficult to review the Normative Power Europe, it might be proven by the EU’s proactive efforts to establish the peace in its region.
