The changes in the medium-sized ships, the implementation of environmental regulations, and the permanentization of pandemics are obvious. This provides a series of clues that it is necessary to attempt a transition from an efficiency-oriented paradigm of cost reduction and quality improvement by breaking away from the lean management method that marked a milestone in the business academia. It argues that it is a necessary paradigm shift and management strategy for the industry, especially the shipping industry, as a management technique and strategy for prolonged and constant risks. Efficiency and resilience (flexibility) are in a rate-reversal relationship, and the need to play a game changer role that converts the balance, which is largely biased toward efficiency, into resilience and flexibility in line with the new normal era. Through the results of this study, it will be possible to provide basic data for these policy suggestions.
