3기 푸틴 정부의 ‘대외정책개념’과 정책적 시사점

러시아는 2000년부터 ‘러시아연방 대외정책개념(Concept of the Foreign Policy of the Russian Federation)’이라는 명칭의 대외정책 독트린을 발표해왔다. 외무부가 작성하여 대통령령에 의해 승인되는 ‘대외정책개념’은 대외정책노선, 즉 대외경제정책을 포함하여 모든 대외정책의 기본원칙, 우선지향, 목표 및 과제 등을 규정하는 가장 기본적인 문서이다. 지난 2013년 2월 12일 발표된 ‘대외정책개념’은 형식적인 면에서 2000년, 2008년 ‘대외정책개념’과 기본적으로 유사하게 구성되었다. 하지만 내용적인 면에서 글로벌 경제위기와 ‘아랍의 봄’ 이후 변화된 세계 정치‧경제 상황을 반영하고 있으며, 이에 따라 대외인식, 지구적 차원의 우선과제, 지역별 차원의 우선과제가 조정되었다는 점에서 3기 푸틴 정부의 대외정책지향을 규정한 새로운 독트린이라 할 수 있다. 새로운 ‘대외정책개념’ 채택의 의미는 다음과 같다. 첫째, 3기 푸틴 정부의 대외인식이 공식화되었다. 3기 푸틴 정부는 미국이 주도했던 세계질서가 주요 강대국들이 책임을 분담하는 다극체제로 이행하고 있으며, 그 과정에서 글로벌 경제위기의 지속, 군사력 균형의 변화, 이데올로기적 요인의 영향력 증대, UN 안보리를 우회하는 위기 해결 시도, ‘소프트 파워’의 악용 등으로 세계적‧지역적 차원의 불안정성과 비예측성이 증가하고 있다는 대외인식을 드러내고 있다. 둘째, 푸틴 대통령이 언급해온 대외정책 과제들이 구체화‧체계화되었다. 2012년 5월 7일 푸틴 대통령이 취임식 직후 서명한 대통령령 605호 ‘러시아연방 대외정책과정 실현 조치에 대하여’의 핵심 내용을 중심으로, 푸틴이 총리 시절과 대선 과정에서 발표한 여러 기고문의 주요 내용이 대외정책 과제로 구체화‧체계화되었다.…

Since 2000, Russia has announced a foreign policy doctrine under the Concept of the Foreign Policy of the Russian Federation (hereinafter, the “Foreign Policy Concept”). The Foreign Policy Concept, which is created by the Ministry of Foreign Affairs and approved by a Presidential Decree, is the most basic document that defines the basic principles, preferential orientations, objectives, and tasks related to foreign policies, including foreign economic policy. The Foreign Policy Concept updated on February 12, 2013 is structured in a similar manner as those of 2000 and 2008. In terms of content, however, it reflects the global economic crisis, and the changed global economic-political situation since the Arab Spring. Accordingly, it can be considered a new doctrine that defines the orientation of the foreign policies of the third-term Putin Government in that Russia’s priorities for the global and regional levels have been modified. The implications of the adoption of the new Foreign Policy Concept are as follows: First, the third-term Putin Government's perception of foreign countries are well-established. The perception is that the world order is being transformed from the one once led by the U.S. to a multipolar system in which major powers share responsibilities. Moreover, there is an increase of instability and unpredictability on the global and regional levels because during the process of the transformation, the challenge is brought up due to persisting global economic crisis, changing balance of military power, increasing influence of ideological factors, risk solutions that deviates from the UN Security Council, and misuse of “soft power”. Second, foreign policy tasks President Putin previously mentioned have materialized. Major contents of various articles, publicized by Putin during his premiership and presidential campaigns, have been systematized into foreign policy tasks. These ‘tasks’ revolve around the key contents of the “Decree by the President of the Russian Federation on Measures to Implement the Foreign Policy of the Russian Federation (No. 605 of 7 May 2012)” signed by President Putin immediately after his inauguration on May 7, 2012.…
