브라질 북동부지역의 투자환경과 한국의 진출 확대방안

본 연구는 최근 들어 브라질 지역 중에서 유망 투자지역으로 각광받고 있는 북동부지역의 투자환경을 심층 분석하고 이를 토대로 한국기업의 투자진출 확대방안을 제시하는 데 목적을 두고 있다. 이 같은 연구목적에 기초해 본 보고서는 크게 여섯 장으로 구성되었다. 먼저 서론에 이은 제2장에서는 북동부지역의 경제적 특성을 살펴보았다. 보다 구체적으로 지리적 특성, 경제·산업·무역 구조 등으로 나누어 이 지역의 경제적 특징을 분석하였다. 제3장에서는 정부의 투자유치 정책 및 제도, 노동 및 인프라 환경, 시장 잠재력 등으로 나누어 북동부지역의 투자 환경을 분석하였다. 제4장에서는 외국기업의 북동부지역 투자진출 현황 및 전략을 분석하였다. 중국, 일본, 프랑스 등 주요 기업의 북동부지역 투자진출 현황과 전략을 고찰하고 이를 통해 한국기업에 대한 시사점을 제시하였다. 제5장에서는 주요 유망진출 분야를 도출하였다. 유망진출 산업은 북동부 지역개발계획, 성장촉진계획(PAC-2), 2014월드컵 개최 계획 등 북동부지역에서 추진되고 있는 각종 대규모 개발 계획을 심층 분석해 발굴하였다. 마지막으로 제6장에서는 이상의 분석을 종합해 한국기업의 북동부지역 진출 확대방안을 제시하였다. 특히 이 장에서는 한국의 대브라질 투자 현황과 성과를 살펴보고 북동부지역의 투자진출 환경에 대한 SWOT 분석을 시도하였다. 마지막으로 이상의 분석을 토대로 기업 차원의 북동부지역 진출 확대방안, 정부 차원의 지원 확대방안으로 나누어 구체적인 방안을 제시하였다. 먼저 기업 차원의 진출 확대방안으로는 ① 투자 목적별 진출 전략 ② 정부발주 프로젝트에 대한 진출 강화 ③ 투자진출 지역의 다각화 ④ 지역별 특성에 맞는 맞춤형 진출전략 ⑤ 현지기업과의 합작을 통한 진출 등이 제시되었다. 정부 차원의 지원 확대방안으로는 ① 북동부 지방정부와의 제도적 협력 강화 ② 경제개발경험공유(KSP) 사업 확대 ③ 한-브라질 경제협력센터 설립 ④ 한국전용 산업단지 조성 등이 제안되었다.

The purpose of this study is to analyze the investment environment of Brazil's northeast region which has received a great deal of attention recently for its potential. Suggestions are made for Korean companies seeking to expand investment. This report consists of six chapters as follows: The study begins with an introductory chapter, followed by chapter two that provides an outline of the economy of the northeast region of Brazil from four different perspectives: geographic, economic, industrial and trade structure. In chapter three, the investment environment of the region is closely analyzed, with focus on the government's investment promotion policy and its system, labor market, infrastructure, and market potential. Chapter four looks into the current situation regarding the expansion of foreign companies into this region and their strategy. In particular, companies from China, Japan, and France are closely examined; eliciting implications for Korean companies. Chapter five introduces promising businesses with good prospects for success. These businesses were discovered after an in-depth analysis of the diverse development plans for the region, such as the Regional Development Plan for the Northeast Region (PRDN), PAC-2(Growth Acceleration Program 2), and those plans related to the 2014 World Cup. Lastly, in chapter six, analyses in previous chapters are combined and provides suggestions for Korean companies seeking to make inroads into Brazil's northeast region. This chapter develops a SWOT analysis on the investment environment of this region after examining the state of Korean investment in Brazil and investor performance. Some practical measures are also suggested at the corporate and government level. Suggestions at the corporate level include: ① entry strategy based on classification of investment purposes ② active participation in government projects ③ diversification of investment regions ④ expansion strategy tailored to regional characteristics and ⑤ collaboration with local companies. As for suggestions at the government level, they include: ① enhancement of institutional cooperation with local governments ② expansion of Knowledge Sharing Programs (KSP) ③ establishment of the Korea-Brazil economic cooperation center ④creation of exclusive industrial complex for Korean companies.
