인간의 삶에서 가장 중요한 욕구 중의 하나는 안전의 욕구이다. 현대사회가 급속하게 변화함에 따라 범죄 역시 흉포화·지능화되고 있으며, 사유재산의 증가와 개인이기주의 사회로 변화함에 따라 범죄에 대한 노출은 범죄에 대한 취약성을 나타내는 것이라고 할 수 있다(이윤호, 2005). 범죄율의 증가는 중요한 사회적 문제로 제기되고 있으며, 증가하는 범죄들로 인해 사람들은 자신도 피해자가 될 수 있다는 불안감과 두려움 속에 살고 있다. 범죄는 날로 증대되며 다양화, 흉악화, 조직화되어 가고 있다. 이러한 범죄로부터 국민을 보호하고 각종 사고 등으로부터 안전을 확보하기 위해서는 직접적인 경찰관의 수를 늘리고 강화하는 것이 필요하며, 이러한 인력증가 및 경찰력의 강화방안은 정부의 중요정책 중의 하나인 ‘국민행복’을 실현하기 위한 필수적인 과제라고 할 수 있다. 범죄로부터 국민의 안전을 확보하기 위해서는 직접적인 경찰관의 수를 늘리고 강화하는 것이 필요하며, 이러한 인력증가 및 경찰력의 강화방안은 정부의 중요정책 중의 하나인 ‘국민행복’을 실현하기 위한 필수적인 과제라고 할 수 있다. 하지만 과연 경찰인력은 국가의 발전 혹은 늘어나는 범죄에 맞게 변화했는지에 대한 의문이 있다. 경찰인력은 장기적으로 치안상황에 맞게 바뀌어야 한다. 하지만 치안상황과는 다른 정권의 성향 등 정치요인이 경찰인력의 변화에 더 크게 작용하는 것은 경찰이 정치적으로 중립적일 수 없음을 나타냄과 동시에 경찰인력계획이 체계적이고 계획적이지 못하다는 반증일 것이다. 이 연구는 다양한 독립변수가 종속변수인 경찰인력의 결정요인에 대해 미치는 영향을 실증적으로 분석하고자 한다. 경찰청 전체의 경찰공무원 정원을 종속변수로 하고 국가단위의 사회경제적 및 정치적 변수가 경찰인력에 미치는 영향을 통해 분석해 보기로 한다.

This study attempts to empirically analyze the effect of various independent variables on the determinants of police size, which are dependent variables.
