The Need for Inter-Korean Energy Cooperation from A Comprehensive Security Perspective

포괄적 안보 차원에서 살펴본 남북한 에너지 협력의 필요성

남북 교류협력의 목표는 남북한 군사체계 간의 대립관계를 청산하고 나아가 대화와 협력을 통하여 협력적 관계를 추구하는 것이다. 이에 따라 본 연구는 교류협력의 상호성과 지속가능성을 전제하고 있으며, 포괄안보 프레임의 ‘공동안보’와 ‘협력안보’ 차원에서 남북 교류협력의 필요성, 특히 에너지 분야의 교류협력을 논하고 있다. 남북한의 안정과 번영, 한반도의 평화를 달성하고 이를 증진하기 위해서는 남북한 및 국제사회와의 논의를 통해 전통 및 비전통 안보 분야에서의 다양한 도전과 이슈를 대상으로 하여 대화와 협력의 아젠다가 먼저 구성되어야 한다. 특히 남북한 간 비전통 안보 분야에서의 교류협력은 장기적인 관점에서 지속가능한 문제를 중심으로 점진적으로 이루어져야 한다. 남북한 간 협력가능한 다양한 지속가능한 문제들 중 에너지 문제를 둘러싼 남북 교류협력이 우선적으로 필요하며, 다만 현 대북제재라는 상황적 한계를 고려할 때, 북한과의 재생에너지 협력을 발전시키기 위해서는 국제사회와의 보다 전략적인 접근이 필요하다.

Dialogue, exchange and cooperation between the two Koreas should be pursued in parallel with balanced international cooperation through common security and cooperative security. Respecting and inheriting the existing security framework between them, the two Koreas should contribute to the implementation of mutual universal values through mutual gradual change, consultation and consent, and create a security order that is compatible with the new environment. The two Koreas should gradually seek a more stable and cooperative structure through status-quo between them, which will lead to stability and peace in Northeast Asia. To maintain the momentum for dialogue and cooperation between the two Koreas from a long-term perspective, phased and gradual approaches should be taken mutually around sustainable issues in non-traditional security areas. This study discusses the necessity of inter-Korean energy cooperation among these sustainable issues. Considering the situational limitations, a more strategic approach with the international society is needed to develop renewable energy cooperation with the North.
