민간경비 중요성에 대한 대학생의 인식 연구

A Study on the Perception of University Students on the Importance of Private Security

민간경비는 개인 및 기업의 신변보호와 경비 등 사적인 영역은 물론 국가, 지방공공단체 등 공적인 영역에서도 긍정적인 효과를 보이고 있는 것으로 평가되고 있다. 본 연구는 대학생들이 인식하고 있는 민간경비의 중요성에 대해 분석하고 이 같은 결과를 통해 민간경비의 활성화 방안을 모색하는데 목적이 있다. 연구 목적을 위해 수도권과 충북권소재 대학생 177여명을 대상으로 민간경비의 필요성을 비롯하여 민간경비의 역할 및 기능, 민간경비의 전문성 등에 대해 설문조사를 실시하였다. 이러한 분석결과를 토대로 민간경비의 중요성에 대해 다음과 같이 정책적인 제언을 하고자 한다. 첫째, 공경비(경찰)와 협력체제 구축의 실질화가 필요하다. 공경비와의 실질적인 협력체제 구축을 위해서는 민간경비의 문제점 및 한계에 대한 보다 근본적인 해결이 선행되어야 한다. 둘째, 민간경비원의 전문성 향상 방안의 마련이 필요하다. 민간경비원의 전문성 향상을 위해서는 무엇보다도 민간경비원 자격증 제도의 도입과 민간경비원의 자질을 검증할 수 있는 국가검정자격제도의 신설이 필요하다. 이 같은 자격증제도의 도입을 통해 민간경비원의 전문성을 향상함은 물론 민간경비원의 자질향상과 특히, 고객인 시민들로부터 민간경비원에 대한 부정적인 인식을 개선할 수 있을 것이다. 셋째, 민간경비를 통한 치안서비스의 확대가 필요하다. 민간경비의 치안서비스 확대를 위해서는 공경비의 법적인 부분은 제외하고 기타 범죄예방 등에 대해서는 일정부분 민간경비로의 이관이 필요하다고 볼 수 있다. 이와 함께 민간경비에 대한 홍보활동을 강화하여 민간경비 산업의 경쟁력을 제고시켜야 한다.

The purpose of this study is to analyze the importance of private security perceived by university students and to seek ways to revitalize private security through these results. For the purpose of this study, a survey was conducted on the necessity of private security, the role and function of private security, and the professionalism of private security, targeting 177 college students located in the Seoul metropolitan area and Chungcheong buk Province. Based on the results of this analysis, I would like to make the following policy suggestions on the importance of private security. First, it is necessary to materialize the establishment of a cooperative system with public security (police). In order to establish a practical cooperative system with public security, a more fundamental solution to the problems and limitations of private security must be preceded. Second, it is necessary to prepare a plan to improve the professionalism of private security. In order to improve the professionalism of private security, above all, it is necessary to introduce a private security guard qualification system and establish a national qualification system that can verify the qualifications of private security. The introduction of such a certification system will improve the professionalism of private security, as well as improve the qualifications of private security and, in particular, improve the negative perception of private security from customers, citizens. Third, it is necessary to expand public security services through private security. In order to expand the public security service of private security, it is necessary to transfer a certain part of public security to private security, except for the legal part, and to prevent other crimes. At the same time, it is necessary to enhance the competitiveness of the private security industry by strengthening public relations activities for private security.
