넛지에 근거한 코로나19 잔여백신 예약 시스템 검토 및 정책 제언

A Review of COVID-19 Leftover Vaccine Reservation System Based on Nudge and Policy Recommendation

본 연구의 목적은 코로나19 백신 접종 정책 중 하나로 시행되었던 잔여백신 예약 시스템을 넛지의 관점으로 해석하고 그 윤리적 타당성을 검토한 후, 해당 정책이 지닌 한계를 보완할 수 있는 더욱 개선된 정책안을 제언하는 것이다. 코로나19 극복의 관건은 빠른 백신 개발 및 광범위한 백신 접종을 통한 집단 면역 달성에 있다. 이를 위한 여러 정책적 노력 중 잔여백신 예약 시스템은 백신 접종률 증가에 긍정적인 역할을 하였다고 평가받는다. 선택 설계에 주목하는 넛지의 관점에서 잔여백신 예약 시스템은 백신을 효율적으로 분배하는 정책의 측면에서 그 효과성을, 나아 가 백신 접종을 희망하는 사람들의 자기결정을 보호한다는 측면에서 그 윤리적 정당성을 인정받을 수 있다. 그러나 잔여백신 예약 시스템은 백신 잔여량을 실시간으로 확인하고 선착순으로 예약해야 한다는 절차를 수반한다는 점에서 보완되어야 할 한계들을 내포하고 있다. 이에 본 연구는 해당 한계들을 보완하고 보다 윤리적이고 효율적으로 작동할 수 있는 구체적인 정책으로 ‘잔여 백신 자동예약 서비스’를 제안한다.

This study aims to understand the COVID-19 leftover vaccine reservation system from a Nudge viewpoint, examine its ethical justification, and propose a better policy to overcome the policy’s shortcomings. To defeat COVID-19, it is essential to build herd immunity through quick vaccine development and broad inoculation. The leftover vaccine reservation system has been considered to have contributed positively to raising the immunization rate among various governmental policies. In addition to its ethical rationale for preserving the autonomy of people who desire to get vaccinated, the leftover vaccine reservation system can be recognized for its efficacy in terms of regulations for effective vaccine distribution. However, this method has drawbacks that should be addressed, such as the requirement for real-time vaccine inventory checks and first-come, first-served scheduling. Therefore this study suggests ‘leftover vaccination automated reservation service’ as a particular policy that can supplement the constraints and function in more ethical and effective ways.
