本稿では、戦前日本の中国占領地及び満州を効率的に統合管理するという政治的な目的から設立された興亜院について検討した。まず本稿では、興亜院成立の時代的状況をめぐって、大陸膨張主義者らの対中国認識に言及した上で、興亜院の成立過程と性格について具体的に論究した。特に、興亜院の成立における外務省と軍部との対立について具体的に言及し、その過程において軍部の役割が強化された点、さらに同機構の設置は、現地陸軍のつよい要求が反映され最終的に成されたことを明らかにした。そして興亜院の性格を明らかにするために、同機構の組織図の構成員の政治的背景は勿論、彼らの活動についても検討してみた。こうした検討の結果、興亜院は単なる一分野の専門家や指導者ではなく全員がその分野のコアメンバーであることを否定できないといえる。一言で言うと、興亜院は、海外植民地開拓のための内閣中枢部の｢海外センター｣といえるものであった。
In this study, ‘Kouain’, which was established for the political purpose of integrating and managing the pre-war Japanese occupation of China and Manchuria, was reviewed. First, the Continental Expansionists’ perception of China was reviewed around the historical circumstances of the establishment of ‘Kouain’. The study shows the conflict between the Ministry of Foreign Affairs and the military in the establishment of ‘Kouain’, and it explains that the position of the military and the Ministry of Foreign Affairs equalized. The establishment of ‘Kouain’ was specifically made in response to the strong demands of the local Japanese military. As a result of this review, it was clarified that ‘Kouain’ did not have a sole leader but that everyone involved was the best expert in their field. Therefore, ‘Kouain’ can be evaluated as the ‘overseas center’ of the Cabinet Central Department for overseas colonization.
