지방정부 관광정책사업의 순응과정 분석

An Analysis of the Compliance Process on Tourism Policy Program Implemented by Local Government: Focusing on the Business Operators of Jeju Grand Sale

관광사업자들은 지방정부가 추진하는 정책사업에서 얻는 경제적 혜택이 크지 않다고 인식함에도 불구하고 지속적으로 참여하는 현상이 나타나고 있다. 본 연구는 이러한 현상을 정책순응이론을 적용하여 분석하고자 하였다. 구체적으로 제주 그랜드세일에 참여하는 관광사업자들의 순응 영향요인 및 이러한 요인들이 순응과 참여지속의도에 미친 영향을 분석하고자 하였다. 순응 요인은 크게 정책내용, 집행기관, 정책대상집단과 관련된 변수로 구성하였다. 설문대상은 제주 그랜드세일에 한 번 이상 참여한 경험이 있는 제주 지역 관광사업체의 책임자로 한정하였다. 총 321부의 설문지를 회수하였고 이 가운데 275부를 최종분석에 사용하였다. 그 결과 다양한 순응의 영향요인 가운데 집행기관의 신뢰성 요인과 정책대상집단의 사업성 요인이 순응에 영향을 미치는 것으로 분석되었다. 예상과 달리 정책내용의 일관성은 부의 영향을 미치는 것으로 분석되었다. 아울러 본 연구는 순응과정분석에서 밝혀진 결과를 토대로 제주 그랜드세일의 성공적 운영 및 제주관광활성화를 위한 시사점을 제시하였다.

Although tourism business operators recognize that the economic benefits from the program implemented by local government is not significant, they are constantly involved in the program. This study tried to analyze this phenomenon using the theory of policy compliance. Specifically, the study aimed to analyze the factors of compliance and the effects of these factors on compliance and participation continued-intention. For these purposes, the compliance factors were composed largely of variables related to policy content, implementation institution, and policy target group. The survey was limited to the director of the tourism businesses in Jeju that have participated in the program more than once. A total of 321 responses were retrieved, and 275 among them were used for final analysis. The result showed that reliability among the implementation institution factors and business feasibility among policy target group factors are respectively affecting to the compliance. The study also revealed that consistency among policy factors had a negative effect on the compliance. Based on these findings, this study proposed some implications to successfully operate the policy program and to ramp up the tourism industry in Jeju region.
