한국과 미국의 국립공원 해설사 교육훈련 체계의 역사적 변천과정과 그 요인

A Comparative Study of Tourism Resource Interpreter Development Programs in the U.S. and Korea National Park Service: The Historical Changes, their Factors and Implications

이 연구의 목적은 한국과 미국의 국립공원 관리기관에서 해설사들의 역량을 강화화기 위한 교육훈련 프로그램을 어떻게 그리고 왜 변화시켜왔는지를 교육내용, 교육시간, 강사진의 구성, 학습 성과 평가라는 측면에서 살펴보는 것이다. 역사적 자료에 대한 검토와 관련자들에 대한 심층면접 결과 미국 국립공원청에서는 개청이후 해설사들의 역량강화를 위해 크게 네 번에 걸쳐 해설사 교육훈련 프로그램을 변화시켜 온 것으로 나타났다. 이 네 번의 시기는 자연해설사 양성교육기(1925년-1952년), 직무연수 도입 및 정착기(1953년-1981년), 직무연수 확산기(1982년-1995년), 그리고 직무연수 고도화기(1996년-현재)로 나누어 볼 수 있었다. 우리나라 국립공원공단의 해설사 교육훈련 발전 시기는 크게 해설사 교육훈련 태동기(2000년-2011년)와 해설사 교육훈련 제도화기(2012년-현재)로 나누어졌다. 이렇듯 미국 국립공원청과 한국 국립공원공단의 해설사 교육훈련 프로그램이 지속적으로 발전될 수 있었던 데에는 법적, 조직적, 기술적 요인뿐만 아니라 학계와 실무자들의 교류 등이 영향을 미친 것으로 나타났다. 결론에서는 이 연구가 한국 국립공원공단의 해설사 교육훈련 혁신에 시사하는 바도 논의하였다.

The purpose of this study was to compare how and why the United States National Park Service and the Korea National Park Service have changed their interpreter development programs in terms of curriculum, trainers and training methods, and training achievement evaluation. A close look at the historical documents and in-depth interviews with related people suggested that there have been four major eras in terms of the US NPS interpreter development programs: the beginning era (1925-1952), the establishment era (1953-1981), the development era (1982-1995), and the advancement era (1996-current). Results also indicated there have been two important ears in the KNPS interpreter development program: the beginning era (2000-2011), and the establishment era (2012-current). Results showed that legal, organizational, academic, and technological factors have influenced the changes of both institutions’ interpreter development programs. Practical implications for the innovation of the KNPS interpreter development program and limitations of the study are discussed at the end.
